Summary

The National Telecommunications and Information Administration is seeking bright, innovative, results-oriented individuals to join our Pathways Internship Program (IP). Interns may work full-time while on academic breaks or part-time (up to 20 hours per week) while attending school. The Pathways Internship Program is designed to provide students with opportunities to work in Federal agencies and explore Federal careers while still in school.

As a Student Trainee (Telecommunications Policy Analyst) PATHWAYS INTERN, you will perform the following duties:

  • Analyze relatively simple problems with organizational structure, cost computations, mission statements. Independently collects, analyze, and presents information related to the current and future program project workload.
  • Assist NTIA staff in policy research and analysis to identify and develop policy options and analyze policy issues. Performs considerable compilation of information for management analysis.
  • Draft summaries, briefs, and memorandums on core issues of concern to NTIA including Internet policy issues. Assists senior analysts in the preparation of special reports and briefing management.
This Job Opportunity Announcement may be used to fill other Student Trainee (Telecommunications Policy Analyst) PATHWAYS INTERNSHIP GS-0399-7 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

  • This is a temporary appointment that may at the agency's discretion, be converted to a term or permanent appointment. Upon successful completion of this Pathways Internship program and meeting all requirements, you may be eligible for conversion into a Student Trainee (Telecommunications Policy Analyst) position at the GS-9 level.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/. OPM STANDARDS: Pathways Internship Positions standard describes the qualification requirements for Schedule D, Internship appointments under the Pathways Programs authorized by Executive Order 13562 and applies to the white-collar occupations listed in the section.

To qualify, the candidate:

  • Must be enrolled or accepted for enrollment as a student on at least a half-time schedule at a qualifying educational institution in a certificate, degree, or diploma program. Qualifying Educational Institutions are any of the following: 1) A public high school whose curriculum has been approved by a State or local governing body; 2) A private school that provides secondary education as determined under State law; 3) A home school that is allowed to operate in a State; 4) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education: A technical or vocational school; a 2-year or 4-year college or university; a graduate or professional school (e.g. law school, medical school); or a post-secondary home school curriculum.
  • Must meet the above definition of a student throughout the duration of the internship through at least May 2025. (Applicants who have graduated and not enrolled as a student during the internship is not eligible for this position)
  • Must meet the below minimum requirement(s).


MINIMUM REQUIREMENTS

To qualify at the GS-07 level you must meet one of the following:

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-07 level you must meet one year of specialized experience at the next lower grade level (GS-05 or equivalent pay band) in the Federal service. For this position, specialized experience is defined as:

  • Analyze problems to identify significant factors, gather & compile information or data, and identify solutions;
  • Assists in researching specific topics; and
  • Drafting written summaries or reports in a succinct and organized manner.
OR

SUBSTITUITON FOR EDUCATION: One (1) full academic year of graduate-level education. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study or, 18 semester hours is considered as satisfying the 1 year of full-time study requirement.) OR
Superior Academic Achievement as demonstrated by a bachelor's degree related to the work of the position from an accredited college or university with one of the following below provisions:
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
  3. Membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies (https://www.achshonor.org/)

OR

A combination of experience and graduate-level education as described above that when combined, equal 100% of the total requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Interns may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program. Program requirements for conversion include:

  • Complete at least 640 hours of work experience acquired through the Internship Program.
  • Complete their degree or certificate requirements.
  • Meet the qualification standards for the position to which the Intern will be converted.
  • Meet agency-specific requirements as specified in the Participant's Agreement.
  • Perform their job successfully.

This appointment may continue until the selectee earns 640 work education hours AND education program requirements have been completed, at which time the individual may, at the agency's discretion, be converted to a term or permanent appointment. Pathways intern are not conferred any rights nor guarantee for conversion at the end of the appointment.

You will be evaluated for this job based on how well you meet the qualifications above.
