Help
  • Performs advanced queries using database and analytical tools (e.g. SQL Server) and programming languages (e.g. Python, R, and Java) to analyze data and develop data-analytical visualizations.
  • Provides data science expertise to a wide range of highly complex initiatives and projects focused on the development of cutting-edge tools and resources to easily access, store, analyze, and exchange complex, high-quality data.
  • Defines data requirements and integration of enabling technologies to collect, extract, engineer, and transform data from traditional and non-traditional sources.
  • Analyzes a variety of data sources to provide data-driven insights to the organization to streamline processes and evaluate the effectiveness of the program operations in meeting established goals and objectives.
  • Designs, implements, and evaluates large, complex analytical applications, projects, and studies, applying a combination of computational and machine learning methods to new or Big Data using next generation analytical tools.

Qualifications

Minimum Education Requirement:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

AND

Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: analyzing assigned data sources to provide data-driven insights to an organization to streamline processes and evaluate the effectiveness of program operations to meet established goals and objectives; participating in designing, implementing, and evaluating large, complex analytical applications, projects, and studies; applying a combination of computational and machine learning methods to new or Big Data using next generation analytical tools.

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a Ph.D. degree

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional information

If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualification requirements for the position. Under Direct Hire Authority (DHA), applicants are not rated and ranked and nor does veterans' preference apply. All applicants will be evaluated by a Subject Matter Expert (SME). The SME will review your resume to determine if you possess the required specialized experience and the technical skill needed for this position. Applicants meeting the minimum qualifications will be referred and may be invited for an interview. While veterans' preference does not apply in DHA, preference eligibles are encouraged to submit their supporting documentation (DD-214 stating disposition of discharge or character of service, VA letter, SF-15, etc.).

Applicants applying as CTAP or ICTAP candidates, and are determined to meet CTAP or ICTAP eligibility, must exceed the minimum qualification requirements to be referred under this selection priority placement program by attaining at least a rating of 85 out of 100. For those deemed eligible and who meet the minimum qualifications, your resume, and responses to the questionnaire will be reviewed by the SME. The SME will review your resume based on the required specialized experience and compare your responses on the questionnaire to your resume. If you rate yourself higher on the questionnaire than what is supported by your resume, your overall qualifications assessment score may be lowered.

CTAP/ICTAP eligibles who score ranges between 85-100 will be referred ahead of non-CTAP/ICTAP eligible. Those CTAP/ICTAP eligibles who are not determined well-qualified by scoring less than 85 will not be referred under the CTAP/ICTAP selection priority placement program; however, will be referred for selection consideration with other minimally qualified applicants.
