Duties

Help

This position is in the Data Services Division, Office of Innovation (OIN), Office of the Inspector General (OIG), Department of Homeland Security (DHS). The Data Services Division seeks to identify and obtain important sources of internal and external data; promote the use of analytics and technical assessments in OIG audits, inspections, and investigations; and conduct projects to improve the efficiency and effectiveness of OIG's internal operations.

Serves as Data Scientist, responsible for utilizing scientific methodologies, process, algorithms, and systems to extract insights from structured and unstructured data and to provide guidance for data-driven decision making.in support of OIG investigations, audits, and inspections This includes working with stakeholders within DHS as well as with others in the government community to obtain new sources of data to incorporate in furtherance of the OIG mission.
Typical assignments include:
  • Uses tools and emerging technology to combine, analyze, and interpret large and/or complex datasets to perform exploratory analyses and develop data-driven organizational solutions.
  • Collaborates with OIG personnel from various program offices to share knowledge, develop data requirements, and present findings.
  • Work with OIG program offices to gather requirements, identify appropriate sources of data, and develop and maintain dashboards that meet customer needs.
  • Utilizes visualization software to visualize large or complex datasets and develop dashboards for enterprise-wide use.
  • Applies user experience/user interface best practices to create impactful data visualization and/or dashboards.
  • Proactively identifies new data sources and datasets that will enhance OIG's ability to complete its mission and identify fraud, waste, and abuse.
  • Analyzes and develops dashboards from a variety of large data sources to provide data-driven insights and actionable recommendations.

Qualifications

Basic Requirements:

  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

In addition to the Basic Requirements above, applicants must also meet specialized experience:

Specialized Experience Requirements for GS-11
: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience for this position includes: (1) Demonstrated experience supporting projects that use visualization software (e.g., Power BI, Tableau) to visualize, interpret, and present data. (2) Demonstrated experience using various programming languages (e.g., R, Python, SAS) to analyze, join, clean, and prepare data,

Specialized Experience Requirements for GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: (1) Demonstrated experience using visualization software (e.g., Power BI, Tableau) to visualize, interpret, and present complex enterprise-level data. (2) Demonstrated experience using various programming languages (e.g., R, Python, SAS) to analyze, join, clean, and prepare complex data for visualization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
