Summary

As a lead Budget Analyst, assigned to the Office of Chief Financial Officer (OCFO), provides the overall planning, integration, expertise, and analysis of budget operations as well as all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) to include the formulation, presentation, enactment and/or execution phases of the budgetary process. Is responsible to lead other analysts in the execution of their duties.

Duties

Help
  • Leads and ensures the agency and center's strategic plans, mission, vision and values are communicated and incorporated into team culture for success.
  • Coaches team in problem-solving methods and techniques and establishes appropriate employee development plans.
  • Integrates budget analysts into a cohesive team; communicates team assignments, projects, milestones, and deliverables; utilizes qualitative and quantitative methods to improve team effectiveness.
  • Provides recommendations to management officials of trend analysis indications toward over-and under-execution of resources across assigned portfolio and develops contingency planning options to avoid adverse consequences.
  • Analyzes, combines, and consolidates budget estimates into budget products (e.g., direct/indirect costs) that reflect the balanced, multi-year funding needs of the organization using federal regulations, directives and policies for guidance.
  • As technical authority, provides expert analysis, advice and consultation on variables, trends, deficiencies, and unknowns affecting planning, integration, execution, and critical resource problems.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Performing financial and budget management, running reports, performing financial analyses, documenting findings and making recommendations to management about fiscal and accounting operations for broad and highly complex assignments;
  • Developing and/or executing budgets, estimating and analyzing fiscal data, and performing long range planning/justification and execution of budgets;
  • Utilizing accounting systems and understanding and communicating the impact decisions have on financial integrity and reporting.
