Summary

The incumbent serves as a Data Scientist at the Food and Nutrition Service, United States Department of Agriculture. This position reports directly to the Assistant Chief Data Officer. The Data Scientist works on data-driven objectives to analyze, evaluate, and assess operational and programmatic data and outcomes. The incumbent will also work on data visualization, geospatial and artificial intelligence and machine learning projects.

Duties

Help
  • Plans, coordinates and executes work involving data modeling techniques and procedures, data trend analysis and the development of data processing algorithms.
  • Provide statistical analyses, produce data analysis leveraging data science methodologies and applies modeling techniques and procedures in support of migration to data driven initiatives
  • Play a strategic role in the development of new approaches to understand the agency’s business trends and behaviors as well as approaches to solve complex business issues.
  • Adapts mathematical, and/or statistical models for evaluation, identification, collection, and analysis of data used to support assigned projects or program(s).
  • Evaluates and interprets structured and unstructured data extracts and reports from various systems and repositories assessing validity and reliability to meet project needs to aid stakeholders in understanding and utilizing analytical reports.
  • Develops reports and summarizes findings based on the analysis of structured and unstructured data.
  • Develops training and instruction materials associated with developed analytical tools, and prepares presentations and briefings to senior leadership.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

In order to qualify for this position you must possess both the Basic Requirements and Minimum Qualifications.

Basic Requirements For GS-1560-13:

1.
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR
2.
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Minimum Qualifications for GS-1560-13:

To qualify at the GS-13 you must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in federal service or equivalent experience. Specialized experience is defined as:

  • Performing mathematical and statistical analysis to support the formulation of operational decisions;
  • Cleansing large quantities of data and processing algorithms in support of business operations; and
  • Utilizing programming languages to support data analysis, statistical analyses and operational procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
