Summary

Location of position: Public Buildings Service, Facilities Management Division in Region 7.

Duties

Help

  • Analyzes a variety of concepts, methods and new building management technologies to improve building management, building operating systems, technical knowledge of operations, and maintenance programs.
  • Ensures integrity of systems by applying standard Building Automated Systems (BAS) operating procedures and proactive maintenance of facility BAS systems.
  • Evaluates organizational performance and specific operational activities in the areas of BAS, lighting, energy management, energy utilization and related building systems and technologies.  Analyzed network riser documents to include special requirements, geographical considerations and market conditions.
  • Coordinate impact of national policies on regional resources so that proper evaluation and potential exceptions to the policy can be implemented efficiently without incident to operations.
  • Collaborate with Contracting Officer's Representatives for BAS installation projects. In this capacity, assess technical specifications to ensure that devices and installation comply with relevant standards. Coordinate correction of discrepancies when applicable.

The GS-12 salary range starts at $86,962 per year and varies by location.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is direct support of Building Automation Systems (BAS) in facility operations.  Experience includes:
• Utilizing BAS in the administration of building systems (HVAC, lighting, advanced metering, etc.)
• Creating and employing smart buildings operation and strategy processes
• Developing, adapting and implementing procedures and guidance to end users.
• Providing project support and delivery for BAS equipment and services.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of, and skill in applying a comprehensive range of BAS IT principles, concepts and practices to building technologies and associated operating systems.
  2. Ability to apply building systems/building information modeling where there is no clear precedent or plan.
  3. Knowledge of qualitative and quantitative methods and techniques
  4. Ability to consider operation and installation costs versus improved IT services.
  5. In-depth knowledge of different types of BAS, such as Johnson Controls, Siemens, or Honeywell with the ability support the building systems disciplines from an IT perspective.
  6. Knowledge of building management operations, to include mechanical, preventive and building maintenance; elevators; operations and energy conservation; custodial management; recycling; art and historic preservation; space alterations; safety, security and environmental management; and concessions.
  7. Knowledge of related business and industry standards such as International Organization for Standardization (ISO), Information Technology Infrastructure Library (ITIL), national, state and local building codes, and industry facility management standards.
  8. Knowledge of a wide range of building management principles, concepts and practices, as well as a thorough understanding of building tenants and customer agencies’ needs, requirements and customer satisfaction drivers to perform key strategic and program analysis.
  9. Ability to facilitate the operation, maintenance and management of real property that provides quality building services at a reasonable costs and satisfies building tenants and customer agencies.
  10. Specialized knowledge of the concepts and the required maintenance procedures for building systems, including Building Systems Network and the use of various network troubleshooting techniques to diagnose, isolate, and resolve device conflicts.
  11. Ability to reading building mechanical, electrical, technology and electronic control drawings, and equipment network riser diagrams.
  12. Ability to assist project teams in construction and operations, and to troubleshoot problems and identify ways to improve efficiency.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
