  • You will serve as a TELECOMMUNICATIONS MANAGER with the NAVY MARINE CORPS SPECTRUM CENTER (NMSC) at the NAVY and MARINE CORPS SPECTRUM OFFICE (NMCSO) located in HONOLULU, HI.
  • You will prepare engineering data for frequency, telecommunications, and other Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (CSISR) matters.
  • You will perform supervisory functions for one GS-12 employee, and two military personnel.
  • You will serve as the technical authority, responsible for communicating the frequency assignment process to all levels of command, orally and in writing.
  • You will participate in meetings and briefings to investigate problems, coordinate projects, and keep abreast of changes in operations, requirements, or technological advances.

  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience serving as a subject matter expert with a mastery background in the operational and technical aspects of telecommunications-electronics and particular experience in respect to frequency management. Must have comprehensive knowledge of Radio Frequency Management at the International, National, Joint, Unified Command, and Department level and an extensive background in the procurement, assignment, and protection of radio frequencies.
  • Experience demonstrating a mastery of knowledge of radio equipment and radio propagation in order to analyze technical data of communication systems, initiating and directing actions at the National or International level, as required.
  • Experience using all spectrum management/engineering tools, including interpreting the results obtained from the technical produced and
    a graduate of the Interservice Radio Frequency Management School (IRFMS) or the Army Spectrum Management course.
  • Experience preparing engineering data for frequency, telecommunications, and other Communications electronics matters for participation in meetings or subcommittees at National and International working groups, conferences and conventions.
  • Experience serving in the procurement, assignment, and protection of radio frequencies, with a strong background in International treaties, National agreements and arrangements pertaining to frequency protection and spectrum efficiency.

Education

Education

Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

When visiting site locations, the incumbent will be required to bend, stoop and crouch to inspect and assess equipment and supporting facilities. Although the actual physical exertion is limited, the sensitivity, importance, and rapid pace of events associated with duties may create stress to the individual.

Incumbent should be prepared to travel and be exposed to dirty, dusty, noisy, and inclement weather when conducting field visits.

An extensive amount of local travel may be required to attend National level meetings, conferences, etc. and frequently requires driving.

This position is covered by the Department of Defense Priority Placement Program.
