You will serve as the Navy Technical Representative (NTR) for preparation of the Explosive Safety Submission (ESS) for review and approval, and other projects involving Range Sustainment or "munitions and explosives of concern" issues.
You will coordinate with project teams, regulatory agencies, stakeholders, and Naval Ordnance Safety and Security Activity (NOSSA) on explosive safety support.
You will deliver explosive safety support to Capital Improvements (CI), Asset Management (AM), Guam Project Management Office and other support lines.
You will coordinate with the command and regional representatives in planning to sustain and optimize range complex capabilities.
You will provide technical assistance to the Facilities Engineering Commands (FECs).
You will monitor technical interfaces with contractors.
Must be determined suitable for federal employment.

Qualifications
In addition to the Basic Requirements for the series in which you are applying, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Recommending improvements and solving problems for Range Sustainment projects involving Munitions of Explosives of Concern (MEC) and High Impact and Small Arms Ranges, especially in the Range Sustainment Program needs for Navy and Marine Corps; 2) Developing most reasonable approaches to address project management of range clearance, disposal of items containing MEC/Small Arms for Range Sustainment Efforts and advisement to Construction concerns where MEC is of concern; 3) Ensuring adherence to all Federal, State and local environmental laws, regulations and requirements are followed pertaining to collection, transportation, treatment, disposal, reports, manifests, and permits of unexploded ordnance/munitions and explosives of concern; 4) Preparing statements of work (SOW) and independent government estimates (IGE) for environmental work; and 5) Monitoring contracting process on a task order level. You have successfully completed a degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

You have successfully completed a combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. (Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
