Duties

Help
  • You will serve a the programmatic lead for eh development, planning and implementation of the Integrated Digital Shipbuilding (IDS) program for CVN 80/81 and Ford Class hulls.
  • You will provide technical expertise to PEO Carriers leadership for the iDS Model Based Enterprise (MBE) transition underway at the prime contractor’s shipyard as part of the CVN 80/81 two-ship buy contract.
  • You will manage the design and development of new business processes using authoritative Carrier digital models to streamline government data flows for informed business decision.
  • You will manage planning, programming, budgeting and Execution (PPBE) for CVN 80/81 two-ship buy contract.
  • You will assist the CVN 80/81 PAPM in overseeing the prime contractor’s Program Management Office (PMO).
  • You will coordinate Government Furnished Equipment (GFE) for Carriers, leading procurement and integration efforts during new construction.
  • You will lead Earned Value Management (EVM) efforts for budget and performance analysis during design, construction planning, and build activities.
  • You will apply innovative approaches to resolve complex acquisition problems related to shipbuilding, ship systems design, integration, production concepts, contracts, budgeting, funding constraints, progress, invoicing, and payment methods.
  • You will lead cloud-based environment transition initiatives during NAVSEA's shift from legacy IT systems to cloud-based ecosystems.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band/grade, NH-03 (GS-13), in the federal service or equivalent experience in the private or public sector managing program requirements to support the planning and execution of acquisition, in service support, modernization or repair projects for aircraft carrier construction.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $185,824. If you're current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
