Duties

Help

A GS-0101-11, SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF):

  • Assists victims of sexual assault towards the process of recovery, through advocacy and resource information.
  • Conducts risk assessments of individuals to determine immediate needs and evaluates safety and levels of risks; provides emotional support and guidance to victims in crisis while addressing the individual's needs and desires.
  • Provides crisis intervention in the immediate aftermath of sexual assault and develops safety plans based on initial and ongoing risk assessments.
  • Provide restricted and unrestricted reporting options addressing confidential disclosure and privacy to the victim.
  • Provides referral services at the Wing/BDE State as well as the surrounding communities.
  • Completes required reports/documents on incidents of sexual assault.
  • Assists the State SAPR with entering all Wing/BDE State sexual assault incidents into the Department of Defense Sexual Assault Incident Database (DSAID) IAW DOD and NGB policies and procedures. Assists with DSAID entry for: SAPR Related Inquiries (SRI), Wing/BDE State Training activities, retaliation reports, and CMG minutes.
  • Has primary administrative oversight for entering and tracking all information for volunteer or collateral duty Victim Advocate DSAACP Credentialing and continuing education training via DSAID.
  • Respond to all requests for data request and provide timely reporting to the State SAPR and/or NGB SAPR Program.
  • Conducts assessments, to identify risk factors and assist clients to formulate safety plans; and designs and implements goals and objectives for service plans.
  • Analyzes and evaluates assessment data gathered to provide initial planning and provide follow-up interventions with clients regarding identified risk factors.
  • Maintains active liaison with government and non-government organizations to assure adequate coordinated treatment services.
  • Collaborates with the local court systems and civilian law enforcement agencies regarding sexual assault cases.
  • Uses regulatory guidelines, local laws and precedents to develop and improve on program goals and services.
  • Serves on the Wing/BDE State sexual assault prevention and response (SAPR) Case Management team and ensures State SAPR is kept abreast of victim's status/case.
  • Provides input to DPH in the establishment and implementation of local policies and directives pertaining to the Family Advocacy Victim Advocate Program.
  • Facilitates or assists in the planning, scheduling, and delivery of sexual assault prevention and response and interpersonal violence prevention training for all Wing/BDE State personnel, leadership, deploying personnel, volunteer or collateral duty Victim Advocates, and other key functional stakeholders to include annual refresher SAPR training.
  • Coordinates guest speakers, arranges announcements and marketing, and coordinates logistics for the various training activities.
  • Promotes awareness of sexual assault and interpersonal violence prevention in the community by performing outreach activities in the preparation for and implementation of the Sexual Assault Awareness Prevention Month campaign.
  • Serves as liaison with community agencies and resource providers to implement programs and services regarding advocacy for victims, communication and family cohesiveness and sexual assault.
  • Utilizes an office automation system that uses a word processing software package to develop, edit, and update program service files.
    Reviews current Memorandums of Understanding (MOU) or Memorandums of Agreement (MOA) to ensure they effectively meet the sexual assault or domestic abuse victim's and program's needs.
  • Other duties as assigned.

  • Must be able to obtain and maintain the appropriate security clearance of the position. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency/disaster declaration. This designation will not exceed 14 calendar days/year unless otherwise approved in advance by the TAG.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.

Qualifications

GENERAL EXPERIENCE:

Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE: Must have at least 36 months or 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

Must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

  • Knowledge of a wide range of generally accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, domestic abuse, and other acts of interpersonal violence
  • Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault, domestic abuse, and interpersonal violence
  • Skill in effective development and delivery of sexual assault prevention and response training to a variety of individuals and organizations
  • Ability to employ various methods and techniques typical of a sexual assault and domestic abuse victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to support/assist them in the resolution of complex problems
  • Ability to function as liaison to Wing/BDE State and community organizations representatives to establish, maintain, and provide effective victim support in a wide variety of situations
  • Ability to provide information and one-on-one assistance to individuals under difficult circumstances using sensitivity, tact, and caring using a wide range of social science principles, practices, and techniques to effectively deal with crisis intervention, the dynamics of sexual assault and domestic abuse, and their effects, and to relate to and build trust with individuals that have faced traumatic and life changing events
  • Ability to coordinate and educate Victim Advocate volunteers
  • Ability to serve as the full time SAPR professional for the Wing/BDE State in the absence of the State SAPR
