Duties

Help

This position is located within the Department of the Interior, Office of the Executive Secretariat and Regulatory Affairs, within the Office of the Secretary.

This position is being advertised as location negotiable after selection. This means that your duty station will be based off your home address and you will be a full-time remote worker.

At the full performance level, GS-14, the major duties of this position include, but are not limited to the following:
1. Directs or assists with the direction of policy, program, and staff efforts to ensure successful implementation of the Office of the Secretary FOIA program.
2. Provides leadership, advice, and assistance to the OS FOIA Officer, and other senior officials, including, but not limited to, the Office of Executive Secretariat and Regulatory Affairs Director, and the Secretary of the Interior or the Secretary's immediate senior staff.
3. Leads long-term special programs or projects for top Departmental management, providing direction and leadership to accomplish high priority Secretarial objectives.
4. Directs the day-to-day operations of the OS FOIA staff including supervising the review of voluminous, complex, or sensitive records, regulations, and policy statements.
5. Reviews, determines, and recommends policy determinations on complex government information issues. Advise senior officials on the implications of program and policy initiatives.

6. Represents the Department to other Executive branch offices and departments on matters relating to programmatic or policy issues. Frequently represents the OS FOIA Officer in decision meetings with the Department.

Salary Information
GS-14 $122,198-$191,900 per annum (dependent on duty station). First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

Specialized Experience

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
(1) Managing FOIA and Privacy Act workflow, functions, and/or personnel for a federal agency or its state equivalent;
(2) Utilizing electronic document management tools to search for, and collect, FOIA-requested records;
(3) Performing critical reviews and analyses to determine the responsiveness of the FOIA records, whether one or more exemptions apply to the records, and whether foreseeable harm would result from their release in a timely manner;
(4) Communicating verbally and in writing with supervisors, internal stakeholders and leadership, other organizations, and/or the public regarding FOIA and Privacy Act issues; AND,
(5) Preparing FOIA correspondence such as acknowledgment letters, time extension letters, and interim and final response letters and the resolution of issues associated with FOIA requests.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
