• At the full performance level, the following duties will include:
• Review engineering drawings and specifications of power equipment for installation in hydroelectric power plants to determine acceptability for operation.
• Review designs of power projects and equipment for power projects and makes recommendations pertaining to the engineering design features.
• Review contractor's submittal and ensures that systems are constructed in accordance with contract plans and specifications.
• Oversee the planning and coordination of engineering services required to meet actual operating conditions at the projects.
• Coordinate with hydropower contracting elements in developing contract proposals.
• Performs or directs the necessary adjustments and maintenance on hydropower equipment.
• Recommend the proper repair procedure to safely return equipment to service.
• Investigates problems and recommends improvements in design and maintenance.
• Keep abreast of rapidly changing state-of-the-art techniques in the generation of electric power for potential improvements.
• Contact power project managers as often as needed to assist with ongoing engineering problems and to discuss operating events, unusual problems, and/or special requirements.

Conditions of employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Temporary duty travel of up to 25% is required.
• Secret Security Clearance will be required.
• Senior Level II certification will be required.

Minimum Qualifications requirement for Interdisciplinary Engineer at the GS-07:

Specialized Experience: One year of specialized experience which includes preparing necessary engineering drawings, specifications, technical calculations, and supporting documents for advertised or negotiated procurements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Electrical or Mechanical Engineering.

OR

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Minimum Qualifications requirement for Interdisciplinary Engineer at the GS-09:

Specialized Experience: One year of specialized experience which includes assisting with cost-effective and efficient procedures used for project design and performance within established practices and guidance; and preparing necessary engineering drawings, specifications, technical calculations, and supporting documents for advertised or negotiated procurements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Electrical or Mechanical Engineering.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Minimum Qualifications requirement for Interdisciplinary Engineer at the GS-11:

Specialized Experience: One year of specialized experience which includes mechanical or electrical technical engineering activities in a multi-disciplinary organization performing at least 2 or more of the following criteria: 1) providing technical engineering support for multi-purpose industrial facilities to ensure operational efficiency of equipment and systems; (2) providing technical engineering support on major power generating systems such as large hydro-generators, steam-generators, gas-generators, power circuit breakers, power transformers, excitation and governor control systems, etc.; (3) provided support of power generation reliability concepts and practices; (4) mechanical or electrical engineer experience relating to system maintenance at a multipurpose industrial facility. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Electrical or Mechanical Engineering.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience requirement for Interdisciplinary Engineer GS-12:

Specialized Experience: One year of specialized experience which includes meeting all of the following criteria: (1) Develop specifications, review designs, drawings, proposals, submittals, and other design documentation for procurement within a power generating facility; (2) Provided on-site technical support at a power generating facility; (3) Coordinate and plan the repairs of major power generating equipment /systems; (4) Provide recommendations/solutions for the advancement of a power generation program, and ensure resolution to problems identified. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
