Duties

Help
  • Participates in the development and execution of these Programs at both the HQ USACE and Deputy Assistant Secretary of the Army for Procurement (DASA(P)) levels.
  • Serves as the lead and/or a member of USACE enterprise training development and implementation teams and review and assessment teams.
  • Interprets higher-level contracting policy and directives and provides guidance and assistance to USACE/Regional Senior Contracting Official (SCO) District/Center contracting personnel in implementing policy.
  • Reviews and recommends revisions to various non-contracting regulations containing contracting related matters.
  • Participates in the development of policy and training and in overseeing the implementation of new and innovative contracting programs, which will ensure responsiveness to the requirements of Army, Air Force, state and local government programs.
  • Reviews proposed new and revised portions of the Federal Acquisition Regulation (FAR), the Defense FAR Supplement, the Army FAR Supplement, and the Engineer FAR Supplement, advises on impact, and recommends supplementation to the (SCO).
  • Review of work, such as facilitation of acquisition of services strategy panels; acquisition plans; request for proposals; Price Negotiation; Source Selection Decisions, contracts, proposed modifications and Justification and Approval documents.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Procurement Analyst

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: Participates on strategic initiatives and planning events to set the goals and objectives of the contracting organization. Analyzes reports of functional and procedural analyses to improve the effective use of automated systems and applicable contracting and acquisition-related policies. Participates in overseeing the implementation of new and innovative contracting programs that will ensure responsiveness to the requirements of Army, Air Force, state and local government programs. Interprets and recommends the development of overall policy and regulations governing the worldwide contracting activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
