Duties

Help

The Deputy Director of Civil Engineers participates in top-level management of Air Force-wide activities involving policy development, resources advocacy and program oversight for planning and programming for Air Force Installations worldwide, including military construction management; military family housing management; airbase operations and maintenance; environmental planning and program management; disaster preparedness, explosive ordnance disposal and airbase operability activities. Shares responsibility with the Director of Civil Engineers in accomplishing Air Staff functions relating to Civil Engineering and represents the Director in high level policy development, resources advocacy and program oversight activities involving Air Force, Department of Defense, other federal agencies and Congressional committees. Acts as or on behalf of the Director in their absence.

Provides direction and recommends action on matters pertaining to formulation, review and execution of plans, policies and programs related to the entire spectrum of Air Force Civil Engineering activities. Shares direction of three Air Staff Divisions. Ensures integration of Air Staff equities via both centralized installations management headquarters functions and the Air Force Civil Engineer Center. Collaborates with all Air Staff elements in the planning and execution of strategies to provide essential facilities support for Major command missions. Directs the preparation of legislation affecting military family housing, unaccompanied housing, military construction, maintenance and repair, environmental, energy, disaster preparedness activities, explosive ordnance disposal activities and airbase operability and other related programs. Directs and supervises planning and programming of civil engineer activities through the Air Force corporate process Provides oversight and direction in the development of engineering design policies and criteria for base facilities required to support current and projected Air Force Missions.

Participates in providing oversight of the facilities design and construction programs and the construction portion of the Military Assistance Program. Guides the development of civil engineering operations and maintenance policy and the development of the new automated Civil Engineer systems. Chairs the Civil Engineer Configuration Control Board. Formulates policy regarding the utilization of civil engineering personnel and material resources. Provides oversight and direction to the Air Force military family housing and unaccompanied housing construction, modernization and maintenance programs. Provides policy development, resources advocacy and program oversight for all military housing and related activities. Assists in the formulation and presentation of these programs to higher headquarters and the Congress.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS: Engineering degree from ABET University

B. MANDATORY TECHNICAL QUALIFICATIONS: (NTE 2 pages - PDF format) A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Authoritative knowledge and experience in planning, programming, budgeting and strategy development associated with diverse and complex requirements in Military Construction, infrastructure sustainment/restoration/modernization, installation resilience, fire protection, and emergency preparedness and response.

2. Policy development and program execution for accompanied & unaccompanied housing, real property accountability, cybersecurity of control systems, and environmental planning, compliance, restoration, and natural resources conservation.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package [Resume (not to exceed 5 pages) and Technical Qualifications (not to exceed a combined total of 2 pages)].

Education

Basic Requirement:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)

1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional information

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.

Veterans' Preference: Veterans' preference is not applicable to the SES.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).

Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus on the resume packages demonstrating a high degree of the executive core qualifications and technical competencies. Only those applicants whose packages demonstrate a mastery of ECQs and technical competencies are selected for interviews. Post interview, the panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board and the Under Secretary of the Air Force.
