Duties

Help

As a Technical Director in CISA's Cybersecurity Division (CSD), you will support the Capacity Building (CB) Associate Director on all current and future technology matters providing leadership on technical, engineering, and architectural activities. You will also act as an official liaison to the CSD Office of the Technical Director (OTD) ensuring technical alignment with CSD's strategic goals in support of CISA-wide missions and activities.

Within CSD, CB is specifically focused on equipping our customers (i.e., building their capacity) to manage cybersecurity risks and increase resilience to everchanging threats. This includes offering externally-facing cybersecurity shared services, capabilities, and tools for use by a diverse set of organizations at varying levels of maturity. CB executes the Continuous Diagnostics and Mitigation (CDM) Program, which provides over 30 individual cybersecurity capabilities deployed to Federal Civilian Executive Branch (FCEB) agencies and a managed service offering for small and micro agencies. CB also operates the Protective Domain Name Service (DNS) Resolver, Vulnerability Disclosure Policy (VDP) Platform, Cyber Threat Intelligence Sharing, and .Gov Top Level Domain shared services, among others. CB is seeking a Technical Director who can successfully shape its technical offering portfolio to drive national risk reduction and feed into CISA operational mission success.

As a Technical Director, you will apply your technical and executive leadership expertise to:

  • Guide CB's technical vision and needs, providing thought leadership and subject matter expertise on a range of cybersecurity domains, including conducting subdivision-wide technology architecture, engineering, and data reviews.
  • Lead the technical vision, architectural strategy, and weighing competing requirements for externally-facing cybersecurity shared services and capabilities to meet the needs of a diverse set of customer organizations.
  • Lead CB's operational requirements, recommendations, assessments, and governance of mission tools and subdivision-specific use cases for CISA enterprise tools.
  • Maintain awareness of the technical performance of the cybersecurity tools and systems necessary for CSD mission success.
  • Ensure technology products and services integrate with other CISA systems.
  • Oversee data stewardship of CB data sets ensuring data availability and integration with other subdivision data sets.
  • Recommend technical training and development requirements and activities to enhance the CB workforce, particularly strengthening the breadth and depth of expertise within CB's Architecture and Engineering Center of Excellence.
  • Participate in CSD technical decision making with other subdivision Technical Directors and OTD staff, including serving as the subdivision's primary representative on the CSD Architecture Committee.
  • Participate in CSD technical strategy development and implementation planning, including advancing subdivision progress against strategic initiatives and adhering to guiding principles and engineering governance frameworks.
  • Ensure CB's alignment to CISA and CSD technology governance processes.

  • 15 + years of cybersecurity work experience,
  • 5+ years of leadership experience, and
  • Are capable of serving as an executive-level cybersecurity manager who serves as a Component senior functional authority--or DHS-wide leader--and oversees multiple, highly visible Component or DHS cybersecurity programs.
Applicants for this position should possess at least three of the following:
  • Experience architecting, engineering, and fielding cybersecurity technical solutions leveraged by multiple customer organizations (e.g., managed service, product offering, multi-enterprise capability)
  • A demonstrated ability to collaborate across organizational lines in a complex and dynamic organization, including the ability to translate between strategic stakeholders and deeply technical staff to drive consensus.
  • A comprehensive understanding of the cyber threat landscape, emerging cyber issues, cybersecurity technology market, and challenges faced by governmental and private industry partners.

DESIRED TOOLS/INDUSTRY EXPERIENCE:

Applicants for this position should possess at least three of the following:

  • Demonstrated ability to collaborate across organizational lines in a complex and dynamic organization.
  • A comprehensive understanding of the cyber threat landscape, emerging cyber issues and technical solutions, supply chain risks, and challenges faced by governmental and private industry partners.
  • Experience as a thought leader providing extensive technical guidance in the areas of cybersecurity engineering and architecture.
  • A demonstrated ability to effectively represent the organization in complex deliberations with senior officials from all branches and levels of government and with private sector executives, including owners and operators of critical infrastructure.

Education

Salary: Listed salary ranges reflects typical starting salaries available to employees in most of the United States across applicable career levels. Within the provided range, average salaries vary for each career level.

Cybersecurity Executive: $171,700- $216,500

In some geographic areas, average starting salaries will be higher because of a local cybersecurity labor market supplement (e.g., metro Washington, D.C. +10%).

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. All DHS Cybersecurity Service applicants participate in a multi-phase assessment process, which varies by career track. For the Executive Career Track, applicants participate in a two-phase assessment process:

  • You must successfully complete Phase I to be invited to advance to Phase II.
  • The total time commitment for both phases is approximately 4 hours (many applicants require less time!).
  • Before each phase, DHS will e-mail you instructions and information to help you prepare.
  • Monitor your e-mail to ensure you have plenty of time to complete assessments prior to any deadlines or request an extension, if necessary.
PHASE I: ONLINE ASSESSMENTS
  • Unproctored - you choose the time and location
  • Includes two assessments: (1) an executive work simulation that you will have up to 2.5 hours to complete; and (2) an executive situational judgement test that you will have up to 1 hour to complete.
  • The two assessments take about 3 hours (on average) to complete.
  • No knowledge of DHS is required for these assessments.
  • Requires a computer with audio (speakers or headphones) and a reliable internet connection.
PHASE II: STRUCTURED INTERVIEW
  • Online video or in-person interview - you coordinate with DHS to schedule
  • 1 hour to complete
  • Discuss your cybersecurity career journey, including the cybersecurity specializations (called technical capabilities in the DHS Cybersecurity Service; visit here to learn more about the technical capabilities) in which you have the most expertise and experience.
  • Provide your responses to interview questions, including work-related scenarios to assess your capability to lead technical cybersecurity talent and cybersecurity-focused organizations.
