As a Statistician GS-1530-13, you will be responsible for:
• Handling the most complex aspects of applying the principles and theories of statistical analytics and OCR-related legal requirements to determining compliance with the civil rights laws under OCR's jurisdiction.   
• Providing coordination and leadership where necessary to OCR managers, staff, or representatives from other ED components to develop, plan, and use statistical evaluation methodologies to determine civil rights compliance.   
• Researching and developing of new or revised methodological and analytical statistical approaches to determine compliance with the subject matter areas under OCR's jurisdiction, as well as to gather additional research to be used by policymakers and researchers in civil rights and educational fields.
• Representing OCR in a variety of meetings and conferences, maintains effective relationships with professional groups and education officials at the federal, state, and local levels, and presents information to OCR and Department leaders in an accurate and thorough manner.

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience conducting statistical analyses concerning education matters and presenting findings to internal and external stakeholders.
2. Experience publishing data reports and presenting findings to internal and external stakeholders.
3. Experience developing data surveys and data submission tools to measure and collect data related to education.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of a wide range of analytical and statistical theories, principles, and practices to perform the full range of statistical duties.
2. Ability to plan, coordinate, and execute studies of marked difficulty and responsibility in a timely manner.
3. Ability to design surveys and modify established methods.
4. Ability to communicate information orally or in writing to colleagues and management.

Education

This position has a positive education requirement. 

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
