Summary

This position is in Human Resources Solutions (HRS), Federal Staffing Center (FSC), Talent Acquisition Analytics Group (TAAG). The individual in this position serves as a data/business analyst on Agile teams focused on developing data visualizations, data analyses, and other data products related to the Federal hiring process. The data products developed by our teams are used by HR specialists, managers, and analysts across the Federal government and for internal OPM operations.

Duties

Help

Report and Dashboard Development

  • Develops performant Power BI data structures (e.g., datasets and dataflows) using M Query and DAX to enable the development of interactive visualizations.
  • Develops intuitive and interactive Power BI reports and dashboards that help users make better decisions.
  • Develops and executes testing protocols throughout the entire data product development process, including functional, regression, and release testing to ensure data products meet quality standards.

Agile Data Project Management
  • Establishes priorities and assigns and reviews the work of others in Agile teams to ensure the team is engaged and work progresses.
  • Develops and monitors a backlog of features and user stories to ensure the development team is consistently engaged in meaningful work that advances agency customer and program priorities.
  • Leads human-centered design activities with stakeholders (e.g., ideation sessions, user interviews, user-centered research) to better understand user behavior and needs and inform data product development activities.

Data Training and Support
  • Creates training content and knowledge sharing resources to educate stakeholders and customer agencies on the value and use of data.
  • Answers questions and troubleshoots issues from agency customers collected through system help desks, emails, and other methods to solve customer issues.
  • Catalogues common customer inquiries and issues to inform the development of training resources.

Research and Analysis
  • Collaborates with stakeholders to identify research and business questions for further inquiry.
  • Applies statistical techniques to generate insights and develop recommendations from the data.
  • Communicates and presents data analysis results, orally and in-writing, to non-technical audiences.

Qualifications

For the GS 13: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. Specialized experience for this position must have included all the following:

  • Developing interactive reports or dashboards using business intelligence tools (e.g., Power BI, Tableau);
  • Analyzing and testing data products (e.g., reports, dashboards, datasets, APIs) to ensure products meet quality standards, AND
  • Using human-centered design methods (e.g., ideation sessions, user interviews, experience mapping) to gather requirements for data products.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
