This position serves as a Human Resources Specialist. The incumbent will serve as a member of the Office of Management (OM), Human Resources Management Division (HRMD), whose mission is to provide advice and support to Senior OIG management on all human resource matters, including recruitment and selection, compensation, position classification and position management, employee relations, personnel security, employee benefits, and organizational management.

Provides difficult and responsible management advisory services requiring an expert level of technical knowledge and skill with respect to compensation determinations, delegated examining, recruitment, employment, qualifications determinations, etc.
Analyzes, interprets, and implements laws, regulations, policies, and guidance involving pay administration, and advises management on the use of compensation flexibilities to enhance recruitment, management, and retention of employees.
Advises OIG officials regarding technical and operational aspects of these program areas, providing alternatives for solutions to problems involving interpretations of laws, regulations, executive orders, and agency policies.
Conducts extensive problem-driven studies concerning organizational and position management considerations.

Qualifications
This position is located in the Human Resources Management Division (HRMD), which is responsible to the AIG/M for planning, organizing, implementing and evaluating OIG's human resources management program. Program responsibilities encompass organizational development, position management, classification, recruitment, staffing, pay administration, employee development, performance management, employee relations, benefits administration, drug testing, and occupational health and safety. This position provides technical leadership and expertise to the human resources staffing and compensation, consisting of position classification, merit promotion recruitment, delegated examining, processing personnel actions, custody and maintenance of official personnel folders, information systems for various HR systems to include testing and coordination with OPM and other offices and system administration function for HR systems.
Salary range reflects RUS pay table. Salary will be adjusted to applicable locality table based on selection.

Specialized Experience: FOR GS-13: Applicants must have one-year specialized experience comparable in scope and responsibility to the GS-12 level in Federal Service that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Applicants must have one year of specialized experience at the GS-12 grade level that includes: 1) formulating solutions to complex recruitment issues (i.e. issues characterized by rapidly changing conditions; precedent setting impact on organizations; and/or substantial controversy etc.); 2) advising managers and employees on recruitment policies; AND 3) briefing/training Human Resources personnel and management on recruitment processes/procedures.
