Duties

Help
  • You will be responsible for reviewing different types of records requested under FOIA, including: law enforcement sensitive criminal investigations, internal Inspector General (IG) investigations, human resources hiring and disciplinary actions, etc.
  • You will be required to regularly access the K-Net, Defense Central Index of Investigations (DCII), Consolidated Law Enforcement Operations Center (CLEOC), Vitals Data Warehouse, and Records Information Management System (RIMS) for cases managed.
  • You will research and evaluate US Codes and pertinent court cases to measure the impact of these decisions upon release determinations.
  • You will retrieve, review, and redact records requested under FOIA to ensure the release of appropriate and accurate information.
  • You will provide advice, guidance, and training to a wide variety of employees, management officials and action officers up to and including the senior management levels within NCIS on FOIA/PA requirements.

  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-13:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with FOIA/PA legislation, rules, regulations, policies and procedures to monitor, evaluate, and analyze the impact on FOIA/PA decisions on agency FOIA/PA cases; to prepare complex release determinations and grants/denials of official requests for information; and serve
as a subject matter expert on Navy and other military command FOIA training initiatives.

GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Ability to write clear, logical, and persuasive FOIA/PA documents, reports, and briefings in accordance with agency correspondence procedures. Experience with of Navy law enforcement operational and investigative policies and procedures to resolve discrepancies, issues, or problems pertaining to the FOIA/PA programs.
