-This position serves as an IT Specialist-Network Administration for the Lower Colorado Basin Region.

-This position is responsible for network systems that support critical mission systems throughout the LCB Region and will be a SME for the LCB Region Networks.

-Plans and carries out difficult and complex assignments in a variety of network systems administration areas to include interpreting IT policies, standards, and requirements and modifying and adapting existing methods and approaches.

-Performs a wide range and variety of complex IT issues, evaluating and recommending new or enhanced approaches, analyzing and recommending resolution of complex issues, and analyzes and provides cost-benefit analyses to decision-makers.

-Modifies, adapts, and/or refines broader guidelines to resolve specific complex and/or intricate issues and problems; and identifies and researches trends and patterns in order to develop new methods and criteria for network systems administration activities.

-Research options for problem resolution and recommendations.

-Presents in writing or orally to audiences within and external to the organization, identifying priorities and barriers to project accomplishment.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

GS-12: To qualify at the GS-12, your resume must reflect one year of full time experience equivalent in difficulty and complexity to at least the GS-11 level in federal service (gained through federal or public experience) working with 1) Network configuration (VLANs, routing protocols, IP addressing); 2) Network security (ACLs, firewalls, patching, standards, audits); 3) Network troubleshooting (tools, analyzing, physical cabling experience); and 4)Network design (projects, upgrades, planning, architecture). This experience must have been gained while working and following policies in a corporate or government enterprise level organization.

In addition to meeting the required specialized experience, candidates must have IT-related experience demonstrating each of the four competencies listed below.

Driver's License/History: Operation of a Government vehicle is required; therefore, you must possess a valid state driver's license. If selected for this position, a driving history records check is required.

Probationary Period: You will be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement are required to serve a probationary period.

Telework: Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Current Reclamation policy requires non-supervisory employees to report to the official duty station a minimum of 40 hours every pay-period (2 weeks). Full time telework or remote work is not available for this position.

Category rating and selection procedures will be used to evaluate applications from this announcement. For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 1: Applicant resumes will be reviewed by Human Resources to validate you meet the basic qualification required (see definition of specialized experience). If applicants meet basic qualifications, they will continue on to the second phase and will be given an interim score for the applicant questionnaire, which will take approximately 40 minutes to complete.

Phase 2: Candidates who pass the first phase will have their resumes forwarded to Subject Matter Expert (SME) for a resume review. The SMEs will review each resume and assign a score based on the competencies. Applicant's resumes will be evaluated on the following Competencies: Customer Service, Network Management, Problem Solving, and Written Communication

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
