Help

This position is established as a Work and Family Life (WFL) Specialist within the Fleet and Family Support Office for Commander, Fleet Activities Chinhae. Programs and services are delivered, promoted and often coordinated with/through FFSO staff members and various stakeholders throughout the chain of command, military and civilian community, media and virtual/internet applications. The WFL Specialist is responsible for providing and/or facilitating WFL program services which consist of: relocation, deployment support, career development, transition assistance and financial planning.

  • Incumbent serves as a consultant and instructor on a variety of WFL topics and issues. Provides informative and tangible advice, assistance, and instruction to address customer concerns, needs and requirements associated with Navy-life (deployment/separation; frequent relocation, transitioning from military to civilian life, etc.).
  • Gathers data, compiles statistics, reports progress, and makes recommendations to the supervisor on program planning, agency coordination and follow-up procedures for use at installation, regional and DoD levels.
  • Evaluates, interprets and acts upon data received through customer interviews, general research provided by other agencies/academia, and community based resources.
  • Implement, monitor, document and track service provisions to evaluate and ensure client satisfaction and effectiveness.
  • Works independently and/or with other FFSO staff to provide guidance and training to deliver course curricula and prepare accompanying resource materials.
  • Organizes and implements initiatives such as job fairs and executive career study groups that invite prospective employers to the installation.
  • Specifically works with N9 functional areas by facilitating joint program events and presentations in N9 recreation, lodging, housing, barracks and other facilities.
  • May serve on various committees and councils to optimize viewpoints related to military life.
  • Develops, coordinates, conducts and evaluates workshops, seminars, general military training, etc., for customers within specific areas of responsibility (i.e., Career and Transition Support, Deployment Support, Personal Financial Management, Relocation Assistance, Information and Referral, etc.).
  • Identifies and develops local networks with military and community agencies to enhance program delivery to ensure local services are adjusted to accommodate identified trends/issues.
  • Maintains relationships with on-and-off base agencies, private organizations, advisory councils, special interest groups and other resources that may be beneficial in supporting program initiatives.
  • Conducts needs assessments to address programmatic changes, using interview data and changing demographics to identify and analyze local and national trends and issues.
  • Develops operating policies and procedures, programs, classes/seminars, promotions, integrated program delivery with other installation/region/agency staff.
  • Periodically reviews interventions with the first line supervisor, FFSO WFL Supervisor or FFSO Manager to recommend resolutions for customer issues.
  • Prepares and assists in informative/instructional presentations, correspondence and binding agreements such as memoranda of understanding to formalize agreements and roles.
  • Designs and/or establishes effective ongoing public information, marketing, and public relations campaign that promote participation in programs.

Qualifications

One or more of the following:

  • Bachelor's degree in a behavioral or social science; or related disciplines appropriate to the position OR
  • Four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field, or at least one year of experience at the GS-8 or NF-3 (or equivalent) level with Work and Family Life Programs. OR
  • Combination of education and specialized experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field

  • Skill in conducting interviews to establish the nature and extent of concerns and issues and provide assistance to develop goals and plans, in order to determine appropriate referral services and options.
  • Skill in preparation of presentations and public speaking in personal-large and small group settings. Effective skill in forming and retaining working relationships with peers and leadership.
  • Skill in using various computer database, spreadsheet, word processing, and network programs (e.g., as Internet, Microsoft Office Suite, and FFSP databases.)
  • Knowledge of the formulation and execution of needs assessment tools.
  • Ability to communicate effectively in writing.

Education

Additional information

  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Works under direct supervision of the Fleet and Family Support Office (FFSO) Manager, Commander, Fleet Activities Chinhae. Work is performed independently with the FFSO Manager kept informed of the progress of Work and Family Life programs, events, training, and schedules, and when major or unusual problems arise.
  • Selectee may be required to complete a one (1) year probationary period.
  • Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
  • Salary is dependent on experience and education.
  • Selectees initially recruited from the United States or who are already on a Transportation Agreement will be entitled to transportation and moving costs for themselves and their family members. Household goods may be shipped and a housing allowance is paid to cover monthly housing and utility costs.
  • Compensation includes base pay, a Post Allowance which is a non-taxable (federal) allowance based on the Korean won rate exchange, and a Living Quarters Allowance sufficient to pay for a housing unit within close proximity of the naval base. You may also ship and store your household goods. These and other benefits are available to those personnel hired on an overseas transportation agreement.

  • Years of experience with organizing and implementing initiatives such as job fairs and facilitating joint program events and presentations in recreation, lodging, housing, barracks and other installation facilities
  • Years of experience in conducting interviews to establish the nature and extent of concerns and issues, and providing assistance to develop goals and plans to determine appropriate referral services and options
  • Experience with preparing presentations and public speaking
  • Possession of a nationally-recognized financial counselor certification (e.g., Accredited Financial Counselor (AFC/AFCPE))
