Help

The Director, Office of Air Carrier Safety Assurance, provides specialized technical assistance and advice on the organization's overarching priorities, specific goals, and strategic plans. The Director collaborates with colleagues, other Services/Lines of Business, and other agencies to identify methods to measure progress toward identified goals and priorities to promote safe air transportation by leading their organization in setting standards, providing certification, and conducting oversight of airmen, air operators, air agencies, and designees. The incumbent supervises two deputy directors who provide executive-level oversight on assigned program areas. The Director provides executive direction and oversight for five divisions comprised of approximately 1,380 employees and administers an annual budget of approximately $238M.

Principal Responsibilities:

  • Oversees strategy development, including the vision and mission development for the organization; sets clear strategic direction and assures alignment across all organizational functions and programs; fosters commitment to the values, principles, and objectives of the organization; articulates clear organizational vision; and assures leadership strategy aligns with business strategy.
  • Provides executive direction over all certification and oversight activities for aviation entities conducting operations under, or integrally related to, 14 CFR Part 121. Ensures consistency and standardization in the application of oversight activities, applies Risk-Based Decision Making for enhanced and focused utilization of certification and surveillance resources, and works across Flight Standards to ensure stakeholder and public needs are proactively and expeditiously met.
  • Oversees the organization's involvement with investigations of accidents, incidents, and possible violations of 14 CFR and ensures compliance of operators’ flight procedures, operating methods, airmen qualifications and proficiency, and aircraft maintenance conducted under, or integrally related to, part 121.
  • Creates and maintains a professional network by collaborating with FAA lines of business, other Department of Transportation modals and Federal agencies, Federal, State, and local law enforcement agencies, State and local governments, international aviation authorities, and aviation industry representatives to address issues impacting aviation safety.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

  3. LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
  4. LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  5. TECHNICAL REQUIREMENT: Demonstrated experience leading a large, complex, and geographically dispersed civil aviation organization(s) with responsibility in one or more of the following areas:
    1. Oversight of air carriers conducting operations (under 14 CFR part 121, 135 or 145), air agencies or other certificated entities or individuals.
    2. Establishment of civil aviation standards and regulations for operations, repair and alteration of aircraft, the use of designees or delegation, flight technologies, safety promotion, and/or international operations.
    3. Oversight of aircraft and airmen registration, internal evaluations and investigations, and/or aviation security.
