Summary

As a Supervisory Industrial Operations Analyst, you will plan and direct the full range of team activities involving contractor relationship management, industrial funding, contractor compliance, and industrial and quality assurance functions performed in support of FAS business portfolios.

Location of position: Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS), Supplier Assessment Branch. The duty location will be determined upon selection.

The Office of General Supplies and Services (GSS) is responsible for acquisition services and comprehensive supply chain management, including excess/surplus federal property.

You will be responsible for the following duties, including but not limited to:

  • Provide first-line supervision and direction to a designated group of Industrial Operations Analysts working with various geographic locations, to assure the efficient and effective day-to-
    day operation of the team and to resolve issues involving the most sensitive and complex work assignments performed at the Operation Center level.
  • Works closely with contracting/procurement specialists, quality assurance and contractor personnel to ensure sound communications and information exchange between subordinate staff members and organizational units. Broadly oversees the activities of professional, technical and administrative personnel in terms of gathering and sharing the appropriate information in support of effective funding allocation, procurement vehicles and inspection and compliance activities.
  • Coordinates program operations with other GSA and outside organizations involved in the FAS service delivery process. Meets with heads of other units, both within and outside the operations Center and/or Division as required, to resolve problems, negotiate changes, establish standard procedures or assure compliance with regulations as required.
  • Provides input and recommendations concerning procurement operations, significant trends, recurring problems and similar management concerns. Provides input on group operations for periodic management, program, workload and financial reports. May also participate in providing input for the Operations Center's annual operating plans and budget request.
  • Represents the organization in contacts with officials of other Federal agencies and public/private industry business representatives on issues involving the respective Operations Center.

The GS-13 salary range starts at $103,409 per year.  Locality pay will be determined once the selectee's duty location has been established. To view current locality rates, visit – 2024 Pay Tables

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience performing risk assessment, review/audit of contractor procedures and practices to ensure compliance with contract terms, conditions and requirements. Such experience also includes report writing, independently planning, scheduling, and communicating orally and in writing. Performing complex qualitative and quantitative analyses in assessing contractor processes, systems, and progress; and evaluation of data in a quality control management information system.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to plan, direct, and review the work of subordinates engaged in providing technical guidance and direction on a variety of industrial operations and/or quality assurance measures.
  • Knowledge of various types of contracts and contracting vehicles or techniques, acquisition regulations, practices, laws and principles applicable to the administration of important public programs to include knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones.
  • Knowledge of a wide range of qualitative to assess and improve the effectiveness of complex contract management processes and systems by solving quality assurance and contractual compliance issues.
  • Knowledge of industrial operations and quality assurance to perform diverse duties concerned with the design and efficiency of manufacturing and supply quality control systems, including statistical control theory and application techniques along with the full range of equipment and process control techniques.
  • Ability to communicate effectively orally and in writing.
