Help

The Senior Advisor to the Associate Director for Innovation and Industry Services position is responsible for:

  • Coordinating activities, policies, procedures, technical capabilities, and programmatic capacities of NIST in partnership formation in technology transfer, manufacturing, and organizational excellence.
  • Serving as the coordination and support advisor for IIS-wide programs and projects.
  • Participating in Interagency work teams as required by ADIIS.
  • Analyzing external trends in strategic partnerships, formation of collaborations, and technology innovation to identify new capability and capacity needs for NIST and DOC.
  • Providing the ADIIS with expertise in operational processes across the Directorate and leading all IIS-wide communications, outreach, and strategic personnel.
  • Leading key strategic initiatives for the Directorate through effective coordination across all IIS units and with other NIST Directorates to ensure integrated programs and efforts.
  • Assisting the ADIIS in formulating and implementing strategic plans, policies, business operations and processes across the directorate.
  • Representing ADIIS in national and international forums and conferences.
  • Serving as the strategic advisor to ADIIS in terms of developing operational processes and policies to support Industry partnerships in the extramural programs at NIST.
  • Serving on advisory boards, bodies, and committees as requested by ADIIS.
  • Acts in the absence or incapacitation of the ADIIS.

Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.

QUALIFICATIONS:

To meet the minimum qualifications of this position, you must possess all the mandatory professional/technical qualifications (PTQs) and specialized experience for the position.

Specialized Experience: Specialized experience is directly related to the duties and responsibilities of this position and referenced in the Professional/Technical Qualifications (PTQs), and that equip the candidate with the scope and level of knowledge, skills, and experience to successfully perform the work. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with State or local government, the private sector, or non-governmental organizations. Applicants must address each of the PTQs via uploaded attachment or entered during the on-line application process. Each narrative should not exceed 2 pages and must be addressed separately as they are unique qualifications. You will not be considered if you fail to submit narrative statement or if you direct the reader to search within the resume or to 'see resume'.

Professional/Technical Qualifications (PTQs) (MANDATORY):

PTQ 1. Demonstrated experience advising on partnership formation as evidenced by broad technical knowledge of and experience in the formation of one of the following: public-private partnerships, strategic partnerships, or joint ventures.

PTQ 2. Demonstrated experience in communicating and effectively collaborating with a diverse set of customers and stakeholders, such as senior-level federal officials, Congressional members and staff, private sector manufacturing leaders from industry and academia, and/or trade associations and organizations to shape policy related to technology transfer, manufacturing, or organizational excellence.

PTQ 3. Demonstrated experience conceptualizing, planning, organizing, and implementing new or evolving strategic initiatives.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated on their application package including the three mandatory Professional/Technical Qualifications (PTQs). The candidate's total background, including experience, education, awards, self-development and training will be reviewed in determining the degree to which they possess each of the qualification requirements. This information will be obtained from the application and narrative statements. You will not be considered for this position if you fail to submit narrative statements specifically addressing each mandatory PTQ. The narrative statements provide the applicant an opportunity to relate their background to the specific requirements of the position. Responses must be substantiated by your resume. A preliminary review made by the Executive Resources Office will determine minimum qualifications. If you are determined to be minimally qualified, you will be referred to a subject matter panel to determine the degree to which you possess the mandatory PTQs.

Delegated Examining Candidates: Your application will be placed in one of three categories (Highly Qualified, Well Qualified and Qualified) based upon the subject matter panel review. Veterans preference eligibles will be listed within the appropriate category for which they are deemed eligible per the panel review. Priority consideration will be given to displaced eligible employees (CTAP and ICTAP eligibles).
