Summary

The primary purpose of the position is to monitor Civil Trade contractor performance by performing a number of monitoring tasks regarding contracts, which require the preparation and submission of reports to the Supervisory COR, the Contracting Officer and the Accounting Office. The incumbent is also responsible for performing analysis and research, which assures implementation of all campus and agency directives and procedures necessary for compliance in monitoring contracts.

As a Contract Surveillance Representative Civil Trade Contract Surveillance Representative, you will:

  • Monitor contractor performance
  • Verify billing for services rendered, prepare and submit required reports to the Accounting office and the Contracting Officer
  • Perform surveillance inspections
  • Write clear and concise performance work statements
  • Prepare numerous types of correspondence relating to contract modifications, purchase requests, change orders, customer information, and delivery orders

AFRH has partnered with the Treasury's Bureau of the Fiscal Service to provide certain personnel services to its organization. Fiscal Service's responsibilities include advertising vacancies, accepting and handling applications, and extending job offers.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-09 level is one year of experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service monitoring civil trade contractors performing maintenance/repairs.

Examples of qualifying experience could include:
- Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning;
- Identifying and using simplified acquisition/procurement services to support the Program Office mission
- Performing programmatic and acquisition-related pre-award and post award activities;
- Ensuring compliance with the programmatic aspect of the Procurement Acquisition Lead Time.

OR

You may substitute education for specialized experience as follows: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

You may qualify by a combination of experience and education. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination of the education and experience listed above (1 and 2) in which the percentage of specialized experience and education totals to 100%. (For example: the completion of 50% requirements for a Master's degree and 6 months of specialized experience equivalent to the GS-07.)

CONDITIONS OF EMPLOYMENT:

  • Wear required safety clothing and/or equipment required by the position. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc.
  • The work is physically demanding requiring bending, stretching, crawling, and climbing to inspect contractor work.
  • Must be available on an as needed basis beyond the normal business for work duties when an emergency or snowstorm occurs.
