Summary

As a Program Expert, you will execute Office of Facilities Management program goals, policies and activities ensuring the successful delivery of the program and compliance with various laws, Executive Orders, and government-wide regulations related to the program.

Help

  • Provide executive direction and oversight of the planning, coordination, and evaluation of the functions and activities of the National Capital Region (NCR) Facilities Modernization program which encompasses development, acquisition, administration and delivery of the building services programs including facilities management operations and maintenance, elevators, custodial services, fire and life safety, and energy and sustainability.
  • Research, interpret and analyze regulatory guidance to develop definitive policy recommendations ensuring conformance with program, agency, governmental, congressional and presidential initiatives.
  • Serve as a technical authority providing advice and guidance to program personnel on a diverse range of issues, projects, and/or concerns requiring an overview of the total agency operation with respect to resolving significant, controversial and/or highly charged situations.
  • Evaluate program activities to identify problems and recommend corrective measures or alternative approaches to meet organizational goals and objectives, and to adapt to changing needs based on knowledge of program and/or organizational requirements.

The GS-14 salary range starts at $139,395 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service managing and providing leadership to an organization. This experience must include:

  • Responsibility for planning, executing and making recommendations on organizational design and changes;
  • Optimizing workflow processes across multiple business functions;
  • Exercise independent judgment to convene and develop a variety of projects that drive decision-making;
  • and making policy recommendations on administrative, cultural, and programmatic issues.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Knowledge of Facilities Management and Federal Acquisition practices and principles to generate and develop new concepts and operating models for vendor partnering and facilities management.
  2. Knowledge of GSA’s Facilities Operation and Maintenance program, governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance.
  3. Skill in oral communications to present sensitive recommendations, obtain compliance with policies, articulate technically complex positions/policy, and to represent the agency on task forces.
  4. Skills to apply a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
