  • You will apply various counseling approaches and knowledge of group dynamics to work difficult and serious cases involving individuals and families who engage in at risk behaviors.
  • You will apply the diagnostic and Statistical Manual of mental Disorders to identify situations of family violence, conduct risk assessments and coordinate safety planning.
  • You will determine treatment methods for abusers to assess abusive behavior, and develop and appropriate treatment method.
  • You will provide clinical and non-clinical support services for victims to provide support to victims or refer them to appropriate agency or organization for their recovery and safety.
  • You will determine patterns of abusive behavior, abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency within families.
  • You will present sensitive and potentially controversial information to various groups, effectively interview alleged offenders and victims, collaborate with agencies and facilities, and present professional trainings.
  • You will manage and support multiple clients, including documentation, reporting, and collaboration.
  • You will use various web-based applications and software programs to develop case management/treatment case documentation, correspondence, reports, and training plans, and develop multi-media presentations.
  • You will address a wide variety of behaviors and provide or coordinate the appropriate treatment plan for addressing clients specific needs.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing and providing technical, administrative oversight, management, guidance, consultation, assistance and coordination for all aspects of the Counseling and Advocacy Program clinical and counseling services to families in the organization, to include the following program components: Clinical Counseling, Family Advocacy Program (FAP), FAP Victim Advocacy (FAP VA), Critical Incident Intervention, and New Parent Support Home Visitation Program (NPSHVP)

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: This position is a Tier III Clinical Practitioner. Applicants must meet the following requirements as outlined in IAW SECNAVINST 1754.7A and DoD Manual 6400.01-Vl:
(1) State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner.
(2) When the State or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination.
(3) Possess at least a master's degree in one of the following clinical fields:
(a) Counseling from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent
degree OR
(b) Social Work from an accredited school or an equivalent degree. OR
(c) Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree. OR
(d) Psychology from a doctoral program approved by the American Psychological Association (APA) or an equivalent degree. OR
(e) An Allied Clinical field from a regionally accredited graduate program leading to a State license or State certification to practice independently in a clinical field. OR
(f) A master's degree in psychology from a graduate program accredited by the Inter-organizational Board for Accreditation of Masters in Psychology Accreditation Counsel (MPAC) or an equivalent degree.
(4) Must have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience. AND
(5) Two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting.

Physical Demands:Work is primarily sedentary in nature, although slight physical effort may be required. Duties involve a normal amount of sitting, standing, and walking. Incumbent may be required to participate in delivering services on-board Naval vessels as part of the Return and Reunion (R&R) program, requiring physical ability to ascend/descend ladders on ships.

Work Environment:Work is performed in areas that are adequately lighted and climate controlled where normal safety precautions for an office are practiced. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms. Duties require occasional travel to meetings, conferences, and other sites.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements for Advocacy Clinical Counselor (0101): Applicants must have possessed a degree in behavioral or social science or related disciplines appropriate to the position; ORpossess a combination of education and experience that provided the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR possess four years of appropriate experience that demonstrated acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Basic Requirements for Psychologist (0180): Applicants have must successfully completed all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.
Have completed 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology.

Basic Requirements for Social Worker (0185): Applicants must have successfully completed a degree in Social Work that fulfills all the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

Required License: A current state license or state certification that provides legal authority to provide clinical services as an independent practitioner and when the State or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination.

This position is a TIER THREE clinical care provider. Applicants must meet all of the following qualifications as outlined in SECNAVINST 1754.7A:

  1. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner.
  2. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.
  3.   6. HaveTwo years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting.
  7. Have two-years post-masters clinical experience in the assessment and treatment of child abuse/neglect and/or spouse abuse preferred.
