As a Supervisory Air Traffic Control Specialist (Terminal) (Title 5), GS-2152-12, you will perform the below duties:
1. SUPERVISORY DUTIES: Manages day to day functions of an ATC facility involved with air traffic control and maintenance support for full time ATC operations. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of incumbents. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to incumbents on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Helps resolve complaints from incumbents, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases. Identifies developmental and training needs of incumbents, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed and develops performance standards.
2. Incumbent serves as the ATC Training Supervisor for tower facilities. Training is developed for both developmental and full performance level controllers and materials are aimed at qualification, proficiency, and overall standardization of the controller workforce at Army ATC facilities. Incumbent ensures all newly assigned personnel receive training in accordance with applicable regulations. Incumbent directs controller qualification, proficiency, and remedial training for the Army ATC facility. Sets training performance standards and recommends ways to improve performance of employees on their performance. Completion of training results in newly assigned personnel receiving their Control Tower Operator (CTO) and Air Traffic Control Specialist (ATCS) Certifications within prescribed time limits or elimination actions that require documentation of performance deficiencies. Conducts proficiency training on changes to FAA, Department of Defense (DOD) and Department of the Army (DA) regulations and provides guidance on implementation. Incumbent provides developmental, proficiency, and remedial classroom or practical training as required; maintains Air Traffic Controller training records and makes entries in accordance with regulations; provides on-the-job training instruction and guidance to trainee controllers involved in qualification training for their FAA CTO and/or ATCS certificate. The incumbent conducts periodic written and practical evaluations of team members, identifies performance deficiencies, and recommends corrective measures concerning their work. Mentors' subordinates to perform ATC training specialist duties.
3. Directs and monitors the development and implementation of policies and programs to ensure maximum utilization of unit resources. Directs the development of current and long-range plans, ensuring that equipment, facilities, funds, manpower, supplies, and other support requirements are adequate and available. Is the liaison with higher headquarters to ensure all command directives are followed. Continuously coordinates with officials of Federal Aviation Administration (FAA) and other Army and Air Force units on aviation matters. Maintains current knowledge of each functional area within the unit, especially ATC operations. Plans, directs and implements cost effective changes, ensuring the overall effectiveness of the unit in carrying out is mission is not compromised. Establishes standards to be met, conducts on-site inspections, and ensures that follow-up training and information is provided to individuals and sections.
4. Performs other duties as assigned.

GENERAL EXPERIENCE: Applicant must have experience providing, on a rotation basis, non-radar approach control (tower without radar) services to military and civilian aircraft operating under Instrument Flight Rules (IFR) and Visual Flight Rules (VFR).
SPECIALIZED EXPERIENCE: Applicant must have at least 18 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
Experience managing day to day functions of an ATC facility involved with air traffic control and maintenance support for full time ATC operations.
Experience serving as the ATC Training Supervisor for tower facilities.
Experience directing and monitoring the development and implementation of policies and programs to ensure maximum utilization of unit resources.
Experience developing, maintaining, and administering standardized ATC training programs for tower facilities in accordance with guidelines established by regulations of the Department of Army (DA), Department of Defense (DoD), and FAA.
