Duties

Help

A Chief Investigator's duties will include:

  • Supervise the hazardous materials accident investigation team under the jurisdiction of the Deputy Associate Administrator. This may include validation of on-site inspections by investigators consistent with its mission and the priorities of the Deputy Associate Administrator and Region Director.
  • Supervise and coordinates the work of investigative staff assigned up to the GS-13 grade level. Coordinates national investigations to enhance compliance with the hazardous materials regulations.
  • Prepare and transmits After Action Reports as needed to the Deputy Associate Administrator, including recommended courses of action to be taken in terms of the nature and extent of sanctions.
  • Coordinate joint investigations for PHMSA and other administrations to ensure optimum utilization of compliance resources. Develops and recommends change in intermodal compliance activities and in the HMR.
  • Maintain liaison with State agencies in applying compliance standards for hazardous materials transportation. In this regard, incumbent also collaborates with counterparts to update the investigator requirements in the enforcement operations manual.
  • Serves as principal advisor to the Deputy Associate Administrator for Field Operations on Accident Investigation activities.
  • Represent OHMS in meetings with officials of other Federal agencies, State and local governments, carriers, manufacturers, trade associations, etc., on hazardous materials matters as designated by the national field leadership team.

The Ideal Candidate for This position is an excellent fit for an experienced investigator and enforcement professional who is ready to take on a stimulating role as the Chief Investigator within PHMSA's Office of Hazardous Materials Safety (OHMS), Field Operations. This pivotal position holds responsibility for ensuring both regional and national uniformity in the investigative and enforcement processes employed by Field Operations. The role calls for an individual with meticulous attention to detail and a robust comprehension of hazardous materials transportation regulations.

As the Chief Investigator, you will be entrusted with supervising and mentoring accident investigation staff at the GS-13 level and below, guiding them in conducting, investigations, and diverse enforcement initiatives. Additionally, you will take the lead in managing intricate investigations and scrutinizing reports for precision. Your role extends to serving as the principal advisor to the Deputy Associate Administrator for Field Operations on matters of enforcement policy.

Your expertise and dedication will play a vital role in upholding the integrity of hazardous materials safety and regulation enforcement.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DRUG TEST: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. Failure or refusal to take a drug test may result in disciplinary action up to and including removal from federal service.
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience applying hazardous materials regulations to inspection and investigation programs.
  • Experience extending and refining existing investigative and enforcement techniques to develop new approaches to the compliance review and inspection activities.
  • Experience in reviewing factual data in reports and supporting documents.
