Summary

As the Inspection Development and Support Program Analyst, you will direct and manage projects relating to pipeline safety within an Office of Pipeline Safety (OPS) Inspection Development and Support Office. You will also assist in developing criteria to support and conduct system-wide Federal pipeline safety compliance inspections (Rule Implementation); assist and manage a variety of projects and initiatives under the scope of the Inspection Development and Support Director.

The Inspection Development and Support Program Analyst:

  • Provide principal project management and technical guidance for the Inspection Development and Support Office on a variety of projects including new pipeline safety regulation implementation.  This includes general oversight of project.  Determining and developing project scope, requirements, and deliverables. including training of state and federal staff inspectors.  Develop, modify, or provide input to project plans. Implements project plans to meet objectives. Coordinate and integrates project activities. Manage, lead, or administer project resources. Monitor project activities and resources to mitigate risk
  • Lead on-site inspections of pipeline facilities, including providing direction and coordination to OPS and/or state teams assigned to these projects.
  • Communicate, both verbally and through written means, with individuals at all levels within the Federal sector, pipeline industry, state and local officials, and the general public.
  • Interpret and apply Federal pipeline safety regulations and monitoring requirements to the design, construction, maintenance, and operation of natural gas and hazardous liquid pipeline systems, UNGS, and LNG facilities of operators.
  • Makes improvements, solves problems, or takes corrective action when problems arise. Gives presentations or briefings on all aspects of the project. Participates in phase, milestone, and final project reviews.

The Ideal Candidate for this position reports to the Director, Inspection Development and Support and will lead cross-functional teams to effectively and efficiently carry out special and programmatic projects to enhance pipeline safety across the nation; address public inquiries and technical assistance; analyze data; assess Federal pipeline safety regulation compliance; review mandate and audit activities and outcomes; and perform public communications, outreach and engagement.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • REMOTE WORK: This position is eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience developing pipeline safety oversight programs, conducting engineering analyses, and/or performing evaluations of natural gas or hazardous liquid pipelines in accordance with safety regulations.
  • Experience building and sustaining relationships and partnerships with Federal, state, and local government, the pubic, and private sector stakeholders to identify challenges and solutions to strengthen safety and risk reduction initiatives.
  • Experience developing and delivering program communications materials such as summaries, reports, speeches, and responses to inquiries, and conveying pipeline safety issues to audiences with varying information requirements at national conferences, forums, trade shows, and symposia.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Mastery knowledge of and skill in applying expertise to a wide range of quantitative and qualitative theories, principles, concepts, standards, and methods sufficient to apply for the assessment and improvement of the pipeline industry and operating practices. In addition, this includes conducting research and studies in this area.
  • Expert knowledge and skill in applying analytical and evaluative methods and techniques, and the ability to plan, conduct, and document a variety of studies and reports, including findings, conclusions, and recommendations. Ability to coordinate, evaluate and integrate the work of others into cohesive final work products.
  • Communicate, both verbally and through written means, with individuals at all levels within the Federal sector, pipeline industry, state and local officials, and the general public.
  • Conduct safety program reviews and manage projects in the performance of analyses and evaluations of potential pipeline safety regulatory deficiencies. Perform or direct field surveys and investigation to determine existing and novel condition of facilities.
