Summary

The purpose of this position is to direct and manage projects relating to pipeline safety within an Office of Pipeline Safety (OPS) Inspection Development and Support Office. The employee will assist in developing criteria to support and conduct system-wide Federal pipeline safety compliance inspections (Rule Implementation). Assist and manage a variety of projects and initiatives under the scope of the Inspection Development and Support Director.

Help

As a General Engineer (Project Coordinator), you will:

  • Provide principal project management and technical guidance for the Inspection Development and Support Office on a variety of projects including new pipeline safety regulation implementation. This includes general oversight of project. Determining and developing project scope, requirements, and deliverables. including training of state and federal staff inspectors. Develop, modify, or provide input to project plans. Implement project plans to meet objectives. Coordinate and integrates project activities. Manage, lead, or administer project resources. Monitor project activities and resources to mitigate risk.
  • Lead on-site inspections of pipeline facilities, including providing direction and coordination to OPS and/or state teams assigned to these projects.
  • Communicate, both verbally and through written means, with individuals at all levels within the Federal sector, pipeline industry, state and local officials, and the general public.
  • Interpret and apply Federal pipeline safety regulations and monitoring requirements to the design, construction, maintenance, and operation of natural gas and hazardous liquid pipeline systems, UNGS, and LNG facilities of operators.
  • Make improvements, solve problems, or take corrective action when problems arise. Give presentations or briefings on all aspects of the project. Participate in phase, milestone, and final project reviews.

The Ideal Candidate for this position reports to the Director, Inspection Development and Support and will lead cross-functional teams to effectively and efficiently carry out special and programmatic projects to enhance pipeline safety across the nation; address public inquiries and technical assistance; analyze data; assess Federal pipeline safety regulation compliance; review mandate and audit activities and outcomes; and perform public communications, outreach and engagement.

CONDITIONS OF EMPLOYMENT:

Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. Failure or refusal to take a drug test may result in disciplinary action up to and including removal from federal service.
  • REMOTE WORK: This position is eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the mandatory education and specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience developing pipeline safety oversight programs, conducting engineering analyses, and/or performing evaluations of natural gas or hazardous liquid pipelines in accordance with safety regulations.
  • Experience building and sustaining relationships and partnerships with a variety of Federal, state, and local government, the pubic, and private sector stakeholders to identify challenges and solutions to strengthen safety and rusk reduction initiatives
  • Experience developing and delivering program communications materials such as summaries, reports, speeches, and responses to inquiries, and conveying pipeline safety issues to audiences with varying information requirements at national conferences, forums, trade shows, and symposia.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of and skilled in applying expertise to a wide range of quantitative and qualitative theories, principles, concepts, standards, and methods sufficient to apply for the assessment and improvement of the pipeline industry and operating practices. In addition, this includes conducting research and studies in this area.
  • Knowledge and skilled in applying analytical and evaluative methods and techniques, and the ability to plan, conduct, and document a variety of studies and reports, including findings, conclusions, and recommendations. Ability to coordinate, evaluate and integrate the work of others into cohesive final work products.
  • Communicate, both verbally and through written means, with individuals at all levels within the Federal sector, pipeline industry, state and local officials, and the general public.

Education

MANDATORY EDUCATION REQUIREMENTS:

A. Degree: Engineering To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive).
