Duties

Help

Serves as a CHIPS R&D program manager for the National Semiconductor Technology Center (NSTC). Leads the strategic development and execution of various CHIPS NSTC Program initiatives, serving as a pivotal figure within the organization. Manages and consults on all aspects of project lifecycles, from strategy development to program execution. Collaborates with key stakeholders internally and externally to ensure successful project delivery, aligning with organizational goals, budget constraints, contractual obligations, and policy requirements.

In this role, the applicant will:
- Provide thought leadership on several program areas centered around growing the R&D ecosystem in the US to improve our national and economic security.
- Help develop and execute an R&D infrastructure program, including prototyping facilities, connections to nation-wide R&D capabilities, and collaboration with commercial foundries.
- Support the development of an R&D program pipeline, including direct technical inputs and synthesis of needs from internal and external stakeholders.
- Develop, manage, and balance project plans, budgets, and managing implementation of projects, including assessing risk and develop appropriate mitigation strategies.
- Provide regular updates to respective CHIPS R&D, NIST, and Department of Commerce CHIPS leadership regarding the status of work projects, project deliverables, and review work products for completeness and technical accuracy.
- Interpret customer requirements into tangible and actionable project specifications, plans, and execution strategies.

Qualifications

Basic Requirements:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B.
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to the above basic requirements: Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZP-IV at NIST) in the federal service. Specialized experience is defined as experience in:

  • Leading efforts to create and implement semiconductor technology solutions tailored to challenges in the semiconductor and microelectronics sectors, coordinating with technical teams, and introducing innovative methods or technologies;
  • Experience and relationships with multiple semiconductor ecosystem entities, such as commercial wafer manufacturers, EDA companies, universities, startups, materials suppliers, fabless companies, etc.; and
  • Managing research and development projects with a focus on semiconductors and microelectronics, including setting performance indicators and assessing risks.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
