Duties

Help

DUTY 1 - Leads Contingency and Crisis Plans Development. Responsible for planning, integrating, and developing Cyberspace Operations and Information Operations requirements, organizational structures, missions and functions, and operational approaches in support of the Service Components, USCYBERCOM, and USEUCOM planning efforts, operations, and exercises.

DUTY 2 - Serves as the Cyberspace Operations Subject Matter Expert to USEUCOM.

DUTY 3 - Represents USCYBERCOM, CNMF, JFHQ-DODIN, and JFHQ-C (AF) Equities.

Qualifications

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Knowledge of the joint fires and effects doctrine, tactics, techniques, and procedures and fires policies, e.g., joint targeting, target development, collateral damage estimation (CDE), the joint targeting process, intermediate and advanced target development, and exercise planning processes with related ability to clearly understand operation plans (OPLANs) and concept plans (CONPLANs) to apply targeting methodology to identification and recommendations for targeting actions in support of these plans. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to operations planning, leveraging the Joint Operations Planning Process (JOPP).
2. Knowledge of fundamental science, principles, and practices of DODIN operations, DCO, and OCO, current cyberspace capabilities and limitations, and cyberspace strategy, law, authorities, and policy.
3. Broad knowledge of DoD and Federal Government cyberspace issues, objectives and operations, as well as regulations and policy directives governing planning of CO and IO.
4. Knowledge of the DoD command structure and experience with joint military operations. Skill in applying Joint Chiefs of Staff (JCS) deliberate and crisis planning procedures, the JOPP and Integrated Tasking Order development and staffing process.
5. In depth knowledge of United States Cyber Command force structure, doctrine, command and control, mission types, and authorities to inform employment considerations and development of Combatant Command objectives and effects in a manner that is both feasible and suitable for Cyberspace Operations.
6. Effective communication (oral and writing) and interpersonal skills to work with members of staff and leadership, to include skill in requesting or requiring input from staff sections, presenting briefs, developing CONOPS, drafting Request for Support, Request for Forces, and explaining complex information and solutions to senior leaders.
7. Ability to adjust and operate in a diverse, unpredictable, challenging, and fast-paced work environment. Apply approved planning development and staffing processes. Exercise judgment when policies and guidance are not welldefined. Identify partners with common cyberspace operations interests. Interpret and apply laws, regulations, policies, and guidance relevant to organization cyber objectives. Interpret and understand complex and rapidly evolving concepts; ability to collaborate effectively with others in-person and via virtual teams. Seeks continuous consultation with other planners and experts - both internal and external to the organization - to leverage analytical and technical expertise. Participate as a member of operational planning teams working groups, and task forces as necessary.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
