Summary

As a Business Services Specialist you will be responsible for carrying out initiatives and outreach on a broad range of complex and sensitive matters involving underserved communities.  

Location of position: This is a remote position located in the General Services Administration (GSA), Office of Governmentwide Policy (OGP), Office of Acquisition Policy (OAP).

  • Serve as a strategic consultant and expert advisor in the Office of Acquisition Policy (OAP) for GSA acquisition contracting vehicles programs, and activities of top concern related to one or more underserved communities (e.g., Historically Black Colleges and Universities (HBCUs), Tribal Government Communities).
  • Lead internal special interest groups, working groups with internal GSA Offices such as FAS, PBS, OSDBU, OSC and OHRM, liaises with industry and other agencies, and identifies strategic actions to advance the agency’s goals to support economic development and business opportunities for underserved populations through procurement and acquisition policy.
  • Serve as a center of expertise for Office of Acquisition Policy (OAP) acquisition-related policy related topics, providing key input to acquisition-related policy development, addressing questions from the workforce or industry partners related to the program area and associated acquisition topics, and providing implementation updates to agency leadership to include furnishing significant information to top management officials who regularly seek their expertise on issues often of strategic importance to mission-essential goals or programs.
  • Incumbent makes authoritative presentations and defends complex and often controversial positions taken by GSA. Subjects addressed at meetings and conferences are complex, are subject to considerable Congressional scrutiny, and have significant impact on the financial interests of companies large and small.
  • Other duties as assigned.

The GS-15 salary range starts at $143,736 per year. Locality will be determined upon selection. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience providing leadership in the interpretation and execution of contracting laws, regulations and policies; providing acquisition management oversight, guidance and assistance; developing, recommending, and implementing changes to contracting policies and procedures.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of acquisition and related skill in executing program management functions, to include analysis, evaluation, planning, and execution of activities sufficient to support the program; formulate, revise, and brief complex and multifaceted program budgets and related functions for executive and other management.
  • Knowledge of the Federal Acquisition System (including organization's acquisition policy) as well as governmentwide acquisition vehicles (e.g., Federal Supply Schedules (FSS), Governmentwide Acquisition Contracts (GWACs) to improve program area goals, objectives, and adoption.
  • Skill to articulate and represent the agency, program office, and/or program/program segment(s) position(s); and prepare or conduct program-related presentations at a variety of meetings (e.g., work groups, conferences) to executive and other management and staff officials of other entities (e.g., agency budget staff, private-sector firms).
  • Knowledge of agency acquisition regulations, acquisition-related goals, and objectives.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
