Duties

Help

  • Performs as manager for a comprehensive and coordinated base arts & crafts program for AF personnel, Civilians and their dependents and other assigned personnel to the RAF Croughton communities.
  • This section involves an automotive shop, resale store, picture framing operation, heat sealing, engraving, plaque trophy and a variety of classes, other crafts and hobbies, and resale orientated programs.
  • Has direct responsibility over all facilities and employees.
  • Administers, directs and exercises a full range of supervisory duties in the operation of the Arts, Crafts and Auto Skills program.
  • Analyses of the local needs and demands for specific arts, crafts and hobby activities and determines, within budget and manpower limitations, what type, quantity and professional level of arts, crafts and hobby programs are required.
  • Plans and develops procedures to establish, operate and maintain selected arts, crafts and hobby program activities.
  • Directs, selects and trains, the work of five non-appropriated fund and one appropriated fund employees.
  • Coordinates overall program plans, determines work priorities; provides administrative and technical advice or instructions on procedural and policy problems; and interprets application of new or revised regulations, policies or procedures.
  • Approves leave and signs payroll cards; prepares efficiency ratings for subordinates for assigned personnel C
  • Certifies the accuracy of all descriptions with employees to determine consistency between recorded duties and actual work being performed, revises or prepares position descriptions and recommends or initiates details as necessary.
  • Hears complaints, resolves those of minor nature that can be settled internally, and makes recommendations to the Flight Chief for those requiring services of personnel specialists, or higher authority.
  • Initiates personnel action such as promotion, assignments, commendations and disciplinary actions.
  • Selects, procures and supervises the installation and maintenance of machinery, specialized equipment and tools required in various arts, crafts and hobby activities.
  • Plans, prepares and justifies funding and budget requirements for equipment, supplies, personnel, contests and demonstrations from both appropriated and non-appropriated sources.
  • May attend local, regional and national recreational and professional conferences to obtain, ideas into the new trends and techniques, materials, equipment and supplies in maintaining a modern up-to-date arts, crafts and Auto Skills program. Maintains a close working relationship with base organizations, local community business establishments, recreational agencies and educational institutions in obtaining assistance, demonstration and volunteer and paid instructors.
  • Assists in controls and collections of ash receipts; maintains and controls work request for Flight Chief; constructs and prints local signs and charts for community services flight and performs other duties as assigned.
  • Must adhere to financial goals and objectives as established by HQ USAFE and the ABS Commander and establishes a minimum of 2 new income producing programs per year.
  • Discontinues non-profit oriented programs, re-designates facility space to be consistent with new initiatives. Subject to an irregular tour of duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience:
  • One (1) year of progressively responsible administrative, professional, technical, or other work which had provided a general knowledge of management principles and practices or progressively responsible experience in one or more of the functions managed by the Arts & Craft Center preferred.
  • Supervisory experience preferred.
  • General working knowledge, experience of computers and knowledge of point of sale system preferred.
  • Knowledge of budget and financial management techniques in order to prepare input and justification for funding program resources.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution in order to qualify.
