Help

The primary focus of the Police Service is to provide law enforcement and security services on Departmental property operated by Veterans Health Administration (VHA), Veterans Benefits Administration (VBA) and the National Cemetery Administration (NCA). The position has responsibility for the management, which includes the operation, direction, and control of Police Service's law enforcement and physical security functions of the VAMC or HCS and its off-site properties 24 hour a day, 7 day a week basis. The position is directed to accomplish managerial responsibilities and interface them with staff responsibilities in a highly visible manner. The position performs a variety of duties in an extremely complex Medical Center or Health Care System, which is constantly evolving. Work is performed at VA's busiest and most complex health delivery Medical Centers in the nation. The VAMC or HCS typically maintains one or more academic affiliations and supports/trains large numbers of residents, interns and other health care providers in a wide variety of medical specialties and health care occupations.

Duties include but may not be limited to the following:

  • Observe, evaluate and prepare reports on the performance of department
    personnel
  • Assist in the development of local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the VHA, VBA or NCA Facility Director.
  • Assist with the responsibility to execute complex regulations, laws, VA Directives and Handbooks to develop local directives, policies and instructions, based on OS&LE policies, to meet the unique needs of the catchment area, protect patients, visitors, employees and equipment while on VA-controlled property.
  • Manage the modernization efforts and assists with the plans for the integration of new initiatives, advancements in technology, policies, etc. that are transforming the law enforcement/security program into 21st century policing model.
  • Manage procurement and the accountability of equipment used by and assigned to police service. Responsible for supporting the Firearms Program at the facility level, ensuring that critical elements of the program are met, i.e.; weapons training certification, inventory control of weapons and ammunition and supporting supplies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-12 grade level:

You must have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Supervisory Personnel Security Specialist.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Providing support in the management of physical security of assets, information, buildings and people;
  • Providing law enforcement and security services on departmental property; AND
  • Observing, evaluating, and/or preparing reports on the performance of department personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires regular and recurring physical exertion, such as walking, bending, stooping, reaching, crawling, and similar activities. The incumbent engages in such exertion when inspecting office buildings or remote sites. Performance of work may take place in attics, crawl spaces, walls, ceilings, or other limited access spaces in rough terrain or in construction sites. The work may require some common characteristics and abilities for physical agility and dexterity to work in confined spaces. The incumbent may also be required to operate a government vehicle and perform nighttime inspections. Physical exertion as well as discomfort noted above may be a daily requirement for the successful performance of duties.
