As a Procurement Analyst, your duties may include:

  • Developing and/or implementing simplified acquisition policies, standards and procedures.
  • Coordinating and performing the acquisition audit function.
  • Establishing strategies for the implementation of statuses, regulations, judicial decisions, and other developments affecting overall acquisition programs.
  • Reviewing and analyzing simplified acquisitions.
  • Performing regular and special acquisition reviews consistent with Federal laws and regulations.
  • Providing guidance to senior acquisition and program staff on technical and policy questions.

  • This position is covered under the Office of Federal Procurement Policy (OFPP) Act. Qualifications

Basic Requirements for the GS-11/12:
Must have completed a 4-year course of study leading to a bachelor's degree with a major in any field.
OR
H
ave at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Occupied a GS-1102 position on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Additional Qualifications at the GS-11:In addition to the Basic Requirements above, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector. Specialized experience includes analyzing the procurement needs of an organization; making recommendations and preparing monthly reports indicating trends in purchasing performance; use of procurement systems to purchase supplies, equipment, and services; and conducting daily reviews to ensure procurement regulations are being adhered to within an organization; OR
Have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

Additional Qualifications at the GS-12:
In addition to the Basic Requirements above, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector. Specialized experience includes analyzing the procurement needs of an organization; assisting in modifying contracts terms and researching needed changes and other contractual documents; administering contracts; providing technical advice for complex procurements; performing price and cost analysis methods for reviewing various proposals and contracts; and developing procurement objectives such as competition and price, subcontracting policies, and similar considerations.

A combination of education and specialized experience can be used to meet the qualification requirements for this position.

NOTE: This is an HHS Acquisition Workforce position. Selectee must obtain a FAC-C (Professional) Certification within 36 months of entrance on duty. Applicants who possess a current FAC-C (Professional) Certification (or equivalent) must provide a copy of the certification with their application.
