Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service

As a Program Analyst at the NH-0343-2 some of your typical work assignments may include:

  • Serves as Authorizing Official (AO) in the MDA Travel Office at the operational level who has the responsibility for the mission and the authority to obligate funds to support TDY travel for the mission. The AO authorizes only travel necessary to accomplish the mission of the Government. An AO may also be a Certifying Officer (CO). AOs must be appointed in writing as an Accountable Official and, as such, may be held financially liable for erroneous payments resulting from the negligent performance of their duties.
  • Provide assistance and policy guidance from Joint Travel Regulations (JTR), Department of Defense Federal Management Regulations (DoDFMR), and Federal Travel Regulations (FTR).
  • Serves as a planner, analyst and advisor to top agency management on a variety of program-, technical-, and business related issues which have significant mission impact.
  • Designs and conducts studies and analyses of program plans, alternatives, and Agency policies, program execution results, technical reports, cost estimates, staffing plans, organizational structures, and business systems and processes.
  • Provides input in policies and processes which support and influence Agency program, management and resource decision-making.
  • Prepares input recommendations to senior program analyst and top management on issues affecting Agency program and business policies, plans, strategies and mission accomplishment.
  • Assist as needed in the design and conduct independent assessments of Program Objective Memorandum and budget plans and alternatives to identify issues and problems, and to ensure full compliances with legislation, congressional intent DoD guidance and Agency strategies and policies.
  • Provides input to improve program balance and to strengthen the linkage between program objectives and resource allocations and congressional and DoD guidance.
  • Provides input to assure budgets, testimony and responses to congressional questions are structured to accurately characterize complex program and policy issues.

Qualifications

You may qualify at the NH-02 broadband level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-07 grade level in the Federal service as listed below:

  • Experience providing succinct travel instruction and guidance to assist travelers, reviewers, and System entry agents so they can effectively implement, maintain and oversee their authorizations and vouchers, in an automated system such as Defense Travel System (DTS).
  • Experience researching travel/transportation regulations with respect to travel procedures, restrictions and allowances from regulations, or policies such as Joint Travel Regulations (JTR), Department of Defense Federal Management Regulations (DoDF- MR), and Federal Travel Regulations (FTR).
B. In lieu of specialized experience, I have 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Duty location Schriever AFB, Co: Position will be filled at NH-02 with a starting salary of $40,562 to $96,666 (includes 19.73% locality), unless statutory/regulatory rates prevail.

Duty location Redstone Arsenal, Al: Position will be filled at NH-02 with a starting salary of $41,155 to $98,079 (includes 21.48% locality), unless statutory/regulatory rates prevail.

Duty location Dahlgren, Virginia: Position will be filled at NH-02 with a starting salary of $45,146 to $107,590 (includes 33.26% locality), unless statutory/regulatory rates prevail.

Duty location Fort Belvoir, Virginia: Position will be filled at NH-02 with a starting salary of $45,146 to $107,590 (includes 33.26% locality), unless statutory/regulatory rates prevail.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 1 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
