THIS IS A T32 EXCEPTED SERVICE PERMANENT POSITION

The primary purpose of the BUDGET OFFICER, GS-0560-12, is to provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS). The incumbent is recognized as the top technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for all organizations serviced by the Wing Budget Office. The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting the objectives and goals of the Resource Management System. This incumbent accomplishes budget functions in support of state and federal Air National Guard operations, training, and readiness missions, and the contingency operations of its total force and joint service partners.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.

AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment.
AREA II= Current California National Guard members.
AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment).

Military Grades: O-1 through O-4 or Officer Candidate Eligible
Officer Candidate must have taken the Air Force Officer Qualifying Test (AFOQT), must have received an acceptance letter or an official order confirming eligibility, and completed the education requirements or awarded a Bachelor's Degree. MUST provide documentation for eligibility with application.

Recruitment/Relocation
Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval.

PCS
Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest.

Must maintain appropriate level of security clearance.
Must maintain a compatible military unit, grade and job assignment as required by current directives.
Participation in direct deposit is mandatory.
Appointee must complete the higher financial management certification within 24 months of appointment to the position.

Qualifications

General Experience: Possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; Experience planning and organizing work. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.

BUDGET OFFICER, GS-0560-12: Must have at least 12 months specialized experience, education, or training equivalent to at least the next lower grade level; Experience understanding in-depth knowledge of financial principles and procedures with understanding of the principles and concepts of the National Guard financial budget business program requirements; Experience that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies and procedures.
