Duties

Help
  • You will serve as an IT SYSTEMS ANALYST in the NAVSUP Navy Enterprise Resource Planning (ERP) Business Office.
  • Both the GS7 and GS9 are developmental positions, in which you have the opportunity to learn and perform duties to reach full performance level.
  • At the Full Performance Level, GS-11 you will perform the duties below:
  • You will serve as an IT specialist involved in all functional systems’ duties by utilizing enterprise tools to support Navy Enterprise Resource Planning (ERP) such as Quality Center, tickets and ECMS.
  • You will be involved with the development, maintenance and managing the overarching conversion of data from various systems into Navy ERP.
  • You will conduct research and analyze data from various NAVY enterprise sources to resolve system issues in sourcing, issuance of supply assets, order receipts, contractual referrals, denials, and supply replenishments.
  • You will utilize IT systems while troubleshooting complex system problems, minimizing interruptions in customers' ability to carry out critical business activities.
  • You will provide exceptional customer service and training assistance to NAVY sustainment customers on sales orders and site expansions.
  • You will develop and test proposed design approaches and validate policies and procedures with customer, ensuring design is consistent with law and security/privacy regulations.
  • You will plan and coordinate feasibility studies to determine the practicality of business and system design requirements.
  • You will conduct various levels of testing, document test results, and coordinate with system integrators to resolve and retest problem areas.
  • You will support planning and managing system interfaces, and maintain system documentations (i.e. Functional Requirement Design Specifications (FRDS), High Level Designs (HLD), Request for Change (RFC), Technical Data Packages (TDP), etc.)

  • You must achieve Cyber Security Workforce (CSWF) certification within 12 months of position assignment and complete the certifying organization's requirements for certification maintenance while assigned to this position.

Qualifications

For all 2210 positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
GS-09: In addition, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector working with Information Technology. Specialized experience must demonstrate performing most or all of the following:
1) Having broad knowledge of computers, systems, hardware, software, and data communication techniques to carry out general assignments.
2) Performing analytical work concerned with integrated systems, computer programs, and/or equipment.
3) Assisting in the development of functional requirements and specifications for systems that meet business requirement.
4) Ability to communicate Communicating technical information related to information technology to peers, managers, and/or users.
5) Solving problems in an IT or related environment.

GS-07: In addition, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector working with Information Technology. Specialized experience must demonstrate performing most or all of the following:
1) Having broad knowledge of computers, systems, hardware, software, and data communication techniques to carry out general assignments.
2) Assisting in analytical work concerned with integrated systems, and/or equipment.
3) Assisting in the development of functional requirements and specifications for systems that meet business requirement.

Education

The following can be substitute to meet the minimum qualification requirements for this position:

GS-09: Master's or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks
or
2 full years of progressively higher level graduate education above leading to a master's degree or equivalent graduate degree

Education must demonstrate the competencies/knowledge, skills, and abilities necessary to do the work.

GS-07:
1 full year of graduate level education
or
A bachelor's degree with superior academic achievement.

This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of (Systems Requirements Planner) proficiency level (Intermediate) and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2 which are:

1. Participation in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.

2. Obtaining the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of (641 -Systems Requirements Planner) proficiency level (Intermediate). For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1.
