Summary

This position is located in the Bureau of Information Services, Infrastructure Services, Network Engineering section. The incumbent will serve as Team Lead for a team of data communication engineers that are directly responsible for the day-to-day operation of the RRB's network and telecommunication systems.

This job announcement may be used to fill one or more vacancies.

This is a bargaining unit position. This position is represented by the Council of AFGE Locals in the Board.

Duties

Help

As a Team Lead/Senior Network Engineer, you will:

  • As Team Lead, and at the discretion of the supervisor, direct the workload of the team.
  • Report team accomplishments, issues or concerns to the supervisor and assist in the direction or redirection of team workload priorities.
  • Serve as the senior network engineer and lead the team in directing the planning, development and implementation of projects and liaison with outside organizations.
  • Serve as a subject matter expert (SME) for the design, installation, and enhancement of agency wide data and telecommunications networks.
  • Develop comprehensive requirements for hardware, software, and contractor services needed to carry out agency data and telecommunications functions.
  • Provide technical advice to other information technology personnel and users within the agency regarding telecommunication networks.
  • Be responsible for monitoring, evaluating, and reporting the performance of the communication networks in terms of utilization, resources used, response time, users serviced, and reliability.
  • Be responsible for the associated communications aspects for the agency's contingency planning for disaster recovery.
  • Work closely with security specialists to develop and documents security procedures and implement security controls for the RRB's communication networks.

Qualifications

Minimum Qualifications:

For Grade GS-13:

One year of specialized experience equivalent to the GS-12 grade level or higher, in the Federal service. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Experience must demonstrate hands-on experience working with various data center and enterprise-level network technologies; experience with troubleshooting network production problems, as well as work in the implementation, upgrading, and maintaining network equipment, primarily LAN (Cisco switches), WAN (Cisco routers, BGP, EIGRP, circuits), Wi-Fi, Firewalls and VoIP infrastructures; and skills in dealing with vendors who provide these products and services. Examples of this experience includes work as a technical lead involved in planning and leading the assigned networking projects to successful completion with little to no supervision as well as work as a core network engineer/administrator with extensive knowledge in the planning, configuring and troubleshooting of the following technologies:

  • Cisco Firepower, Firewall Management Center (FMC) and ASA
  • Cisco Routers
  • Cisco Nexus OS
  • Cisco Catalyst 9300 series
  • Routing protocols specifically BGP and EIGRP
  • Microsoft Azure Cloud including Express Route, Network Security Groups (NSGs), Firewalls.
In addition to the experience above, applicants must have technology related experience that demonstrates possession of each of the four required competencies as follows: Attention to Detail, Customer Service, Oral Communication, and Problem Solving (Note: This experience must have been obtained while performing IT functions and must be demonstrated on your application/supporting documents.)

Quality Ranking Factor: Possession of Cisco Certified Network Associate (CCNA) certificate and/or possession of Cisco Certified Network Professional (CCNP) Enterprise certificate(s) is desirable. Applicants who certify that they have obtained the certification(s) described above, will be ranked higher than applicants who have not obtained the certifications. Applicants must certify they have obtained the certificate(s) in the application questionnaire AND upload proof of certification in the Required Documents section of the online application, in order to obtain credit for possession of the QRF (Quality Ranking Factor). Applicants who have not obtained the certificate(s) will not be rated ineligible solely due to failure to possess the QRF.
