Summary

This position is in the Veterans Benefits Administration (VBA) Office of Equity Assurance (OEA). The Benefits Equity Research and Studies section is responsible for conducting historical reviews and analysis of VBA benefit programs and policies in relevant socio-economic settings to include the military/legislative environments. The Studies and Analysis Analyst reports to the Supervisory Studies and Analysis Officer.

Duties

Help

Specific duties include:

  • Conducts historical reviews and analysis of VBA benefits programs and policies related to inequities with VA service connection disability benefits. Assessing research studies, policies, procedures, programs, and other activities related to the delivery of VA benefits to Veterans, their dependents, or beneficiaries to identify any disparities in the delivery of benefits based on socio-economic settings to include the military/legislative environments.
  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products. Specifically, the incumbent will develop monthly reporting data for the team's overall performance.
  • Consults with various research elements within the organization, agency, academic, community, and/or private industry to support VA disability research projects for the specified program mission objectives.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/29/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-13:
Specialized Experience
is experience that has equipped the applicant with the particular experience, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled.

Applicants must have one year of specialized experience equivalent to the next lower grade of GS-12 level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as experience in the following areas:
  • Demonstrated experience in establishing and maintain effective communication (oral and written) across all organization levels within VA.
  • Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery.
GS-14:
Specialized Experience
is experience that has equipped the applicant with the particular experience, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled.

Applicants must have one year of specialized experience equivalent to the next lower grade of GS-13 level in the normal line of progression for the occupation in the organization.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
