Summary

As an Interdisciplinary, you will oversee the business management of the most complex building and/or leasing projects from the preliminary identification stage through initiation, planning, execution and project closeout stages.

Location of Position: Public Buildings Service, Design and Construction Division, in Region 7.

Duties

Help

Project Management:

  • Responsible for leading multidisciplinary team(s) through the project lifecycle. Sets team direction, coordinates activities across different organizational functions, and assigns roles and responsibilities for the project.

Contracting Officer's Representative:

  • Represents GSA and the Contracting Officer (CO) on A/E, Construction Management, lease and Construction contracts as the Contracting Officer’s Representative (COR). As the COR, exercises full delegated authority from the CO reviewing, inspecting, and directing the work as it proceeds in compliance with contract requirements. Recommends payment for services received or appropriate action where non-conformance with the contract is discovered.

Architectural/Engineering Duties:

  • Conducts site surveys to determine condition of structures and systems, evaluates requirements and recommends incorporation, modification or exclusion of various project features to best meet long-term needs of the government in consideration of such factors as urgency of needed repairs or redesign, useful life of building components and systems, and cost/benefits involved.

Customer Service: 

  • Serves as the primary point of contact for the customer and has overall responsibility for providing customer.

The starting salary for GS-13 is $98,496 per year and varies by location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is experience in the design of construction or alteration projects involving large and complex buildings or major building systems; and the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having independently managed projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Expert knowledge to manage prospectus level projects impacted by multiple competing priorities and requirements and to successfully integrate these requirements to meet the goals outlined for development initiatives. Skill in allocating fiscal, staff, and time resources.
  2. Knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting cost, work, and contractor performance; knowledge and proficiency in using project management and scheduling software; and knowledge of various procedures including quality control and quality assurance and developing risk management plans.
  3. Expert ability to apply financial management and budgeting knowledge, techniques, and innovation to achieve project results with on-budget, fiscal integrity.
  4. Knowledge of procurement principles and procedures and methods of contracting. Skilled in techniques to negotiate contracts to ensure the successful completion of a project. General knowledge of the FAR and of regulations and techniques of source selection sufficient to chair a panel and recommend a selection to the Contracting Officer.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
