This detail opportunity is for current competitive and excepted service employees only. If

Provides a full range of business operations support in the areas of human resources, financial planning, budget planning and execution, purchasing/acquisition management, government purchase card, facilities/space planning, internal controls and efficiencies. Implements, coordinate, plans and conducts broad management and substantive program analysis studies and projects; and provides advice and consultation to OPE on improvement of organization, program activities and operations based upon federal and department guidance, directive, or policy.
Provides consultancy services and professional analyses of particular issues or subject-matter concerns; and to seek, explore, and develop analytic tools, methodologies, assessment techniques, and databases needed, as a key personnel or point of contact for OPE human resources and administrative support. Establish program/organization processes, operating procedures, and program frameworks, and provide management, including evaluation techniques to ensure the effective administration and oversight of the OPE Management and Administrative Services programs, initiatives, and special projects. The incumbent will have contact with interagency and other DHS areas. The incumbent will assign and track work across OPE. Other duties as assigned.
As the point of contact for OPE human resources and administrative support, the incumbent will manage and execute OPE human resource management processes, including formulating long-range staffing plans and full lifecycle of staffing actions. Coordinates and tracks recruitment request, and performance management, promotions/within grade increases, and off-board (via separation, transfer, or retirement) actions.

Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

Qualifications required:

Be well-organized and be able to multi-task on a variety of projects and attention to detail.
Experience with improving and implementing strong customer experience.
Write position and policy papers of both quantitative and qualitative nature, draft executive memorandums.
Delivery high-quality strategy and policy products.
Familiarity with improving customer experience.
