Duties

Help
  • Plan, coordinate, and implement activities necessary for effective operations and maintenance of Enterprise Data Warehouse Database (EDW)
  • Develop policies and procedures that meet data management or operational performance objectives
  • Experience in back up and recover enterprise data warehouse
  • Document customer requirements for business intelligence tools and recommend solutions
  • Expert knowledge of how to build reports using business intelligence reporting system (Oracle BI, Tableau, and Tableau Server).
  • Review code to ensure industry, standards and best practices are met with a focus on business requirements.
  • Identify architectural issues and technical problems with organization's Enterprise Data Warehouse.
  • Develop complex queries, reports, dashboards, and designing report formats, prototyping, developing code, testing, and implementing in the production environment.
  • Serve as the subject-matter-expert and assists in the planning, coordination, and implementation of the operation and maintenance of Enterprise Data Warehouse databases.
  • Assist in planning, coordination, and implementation of data marts and data architecture solutions supporting the Enterprise Data Warehouse Database internal and external partners.
  • Architecting data warehousing reporting solutions from conception to delivery consisting of analysis, high level design, data modeling, ETL development, user interface development, integration and implementation using the appropriate tools,.
  • Identify flaws and weaknesses in the composition and design of the database structures, queries and application code and web-based software

Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS 13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Working in an Oracle data warehouse environment, as a Database Administrator; (2) Demonstrated experience in developing Extract Transfer and Load (ETL) functionality; (3) Demonstrated proficiency in optimizing Oracle tables or data marts; AND (4) Proficiency in using PL/ SQL, SQL, and APEX or products similar to APEX.

There is no option to Substitute education for experience at the Grade Level GS-14.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work Schedules may be available.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-11.

Physical Requirements: The work is sedentary Work is primarily sedentary but involves use of a government issued laptop. A degree of manual dexterity, and visual acuity is required to utilize these tools. Occasional standing, bending, walking, and stooping may also be experienced. Some slight physical effort is required in that incumbent lifts and carries reference books, working papers, and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. The incumbent may become fatigued due to reading difficult types of printed and handwritten material over an extended period. No special physical demands are required. The Department of Veterans Affairs makes reasonable accommodations for persons with disabilities.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
