Duties

Help
  • Serves as a Data Analytics (DA) Computer/Quantitative Methods (QM)/Assisted Audit Techniques (CAATs) Technical Specialist at a Regional or Corporate Audit Directorate (CAD) Office providing technical assistance/guidance to auditors and management.
  • Uses a variety of professional accounting, DA/QM/CAATs, and other auditing techniques to brainstorm audit approaches with FAOs to prepare computer analysis, statistical analysis, data analysis and questionnaires tailored to specific risk.
  • Provides technical assistance to auditors in the application of electronic audit tools and techniques to perform contract audits using automated accounting and financial systems.
  • Assists auditors to identify audit risks, analyze databases, and in reviewing contractor's operating system controls to determine reliance on the contractor's systems.
  • Develops and provides training, techniques and assistance to auditors related to use of DA/QM/CAATs; serves as liaison between the field and headquarters to ensure that training reflects current technical support for DA/QM/CAATs application areas.
  • Applies appropriate laws and regulations and develops specific and unique review plans to correspond to Agency operating programs and/or control systems.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirements:

Degree:
accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).

OR

Combination of education and experience:
4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: detailed testing and examining accounting systems and records, cost representations, internal controls, management policies and practices, to assure compliance with accounting and auditing principles, standards and regulations.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Education

Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

Official Transcripts: If the position you are applying for has a positive degree requirement or education forms the basis for qualifications (i.e. you would not qualify without the education obtained), you MUST submit transcripts with your application.

  • FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.     • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.

  • A recruitment or relocation incentive may be authorized for this vacancy based on agency staffing needs and budgetary availability. The incentive will require a signed service agreement, as well as satisfactory performance and conduct. The service agreement will detail conditions of receipt and acceptance of the incentive, and will be provided after entrance on duty. This monetary incentive will be disbursed within several pay periods after entrance on duty.

  • Defense Acquisition Workforce Improvement Act (DAWIA) Certification Program: As a condition of employment, the selectee must meet the requirements of the DAWIA Certification Program. The selectee must obtain the required certification within the specified grace period for their applicable certification level, except that designated Key Leadership Positions at the GS-14/15 levels require certification completion at the time of assignment.
  • Interagency Career Transition Assistance Program (ICTAP) Priority Consideration: If you are a displaced Federal Civil Service employee and attain a rating of at least 90, you may be entitled to receive special priority selection under the ICTAP. .
