Duties

Help
  • Serves as the Regional Information System Security Manager (ISSM) providing services as a technical authority for all facets of Operational Technology (OT), providing guidance and oversight for CS officials and users for U.S. Army Corps of Engineers.
  • Plans, develops, implements, and enforces the OT CS programs with requirements from the USACE, Army, DOD, and intelligence community.
  • Incumbent accomplishes technical, analytical and advisory functions pertinent to the development of multi-site policies, plans and processes covering all of the sites within various regions.
  • Develops and disseminates agency wide OT/CS policies, guidance, procedures to ensure AIS reliability and accessibility throughout the Region.
  • Promotes awareness of OT CS issues among senior management and employees to ensure CS security principles are reflected in Regional visions and goals.
  • Reports encompass technical, administrative, status, contingency, crisis, security, and other issues affecting Regional OT operations.
  • Provides OT network and systems certification and accreditation/re-accreditation services for the Region using the Department of Defense Risk Management Framework (RMF) for DoD Information Technology (IT).

  • This position requires certification as Information Assurance Manager (IAM) level 1 as a minimum. Must be completed after being hired.
  • This is a Testing Designated Position (TDP) - This position is subject to pre-employment and random drug testing.
  • The position is designated Non-Combat Essential (NCE) and could be deployed to support emergency operations, humanitarian missions, disaster relief, or other expeditionary missions in the continental United States or overseas(None-combat).
  • Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions).
  • Performance of the duties and responsibilities for this position may require the incumbent to make Temporary Duty (TDY) trips of both short and/or long duration to locations in both CONUS (U.S.) and OCONUS (overseas).
  • The incumbent may be required to take part in preparedness training exercises or other training activities.

GS-13 Specialized Experience: One year of specialized experience which includes at least 2 of the 3 following: 1) Oversees an organization's Cybersecurity/Information Assurance (IA) or Risk Management Framework (RMF) development OR 2) Assesses Operational Technology (OT) system design for compliance with Cybersecurity requirements OR 3) Conduct risk or vulnerability assessments of installed control systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

GS-12 Specialized Experience: One year of specialized experience which includes at least 2 of the 3 following: 1) Providing Information Assurance (IA) or Risk Management Framework (RMF) support for Operational Technology (OT) systems/equipment OR 2) Implementing IA or RMF requirements to maintain network security OR 3) Analyzing OT infrastructure, equipment, for systems to ensure compatibility with existing network components. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-11 Specialized Experience: One year of specialized experience which includes at least 2 of the 3 following: 1) Administering Information Assurance (IA) or Risk Management Framework (RMF) program for Operational Technology (OT) systems or equipment OR 2) Problem-solve OT system for component issues OR 3) Provides support for vulnerability assessments conducted by others. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.(Note: You must attach a copy of your transcripts.)

GS-09 Specialized Experience: One year of specialized experience which includes at least 2 of the 3 following: 1) Implements prescribed Information Assurance (IA) or Risk Management Framework (RMF) actions OR 2) attend to risk vulnerability assessments of IT, OT systems, or components OR 3) Research IT or OT system design to provide input for improved cybersecurity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-8).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-8).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, two full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.(Note: You must attach a copy of your transcripts.)
