Duties

As a Security Specialist you will:

  • Serves as the Senior Security Specialist and is the point of contact and subject matter expert in the application and training of one or more safeguards and security training programs.
  • Performs analysis of security trends and indicators based on review of information and documents provided by Field Office. Prepares correspondence, reports, and briefing materials for both internal and external audiences.
  • Researches and maintains currency and extensive technical authority and knowledge of the regulations, statutes, orders, policies and processes associated with their assigned guideline(s).
  • Responsible for providing technical direction, advice, and guidance to the Safeguards and Security team, ensuring that the overall objectives of the NNSA and NA-LA S&S Programs are met. The incumbent assigns, coordinates and reviews work assignments, instructs and mentors employees on job processes and techniques, interprets and implements organizational policies and procedures, and provides on-the-job training.

  • Human Reliability Program (HRP) This position is covered by the Department of Energy's Human Reliability Program (HRP) and is subject to a psychological test and evaluation on an annual basis.
  • Must be able to obtain certification in the DOE's Technical Qualification Program (TQP) within 18 months of start date. This position is covered by the Technical Qualification Program (TQP), which requires the incumbent to acquire and demonstrate competencies identified in the TQP Functional Area Qualification and Field Office specific standards and requires certification of the competencies by NNSA supervision and TQP qualifying officials. https://ntc.doe.gov/student/stp/techqualprogram

To meet the specialized experience qualifications requirements for EN-03 level (GS-12 - GS-13)
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at or equivalent to the next lower NNSA pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as experience in a field of security that demonstrates comprehensive knowledge of established and advanced security principles, procedures, and analytical techniques; as well as experience designing and conducting security surveys, self-assessments, and audits.

To meet this requirement, applicants much have experience: 1) Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of security programs; 2) Analyzing and measuring the effectiveness and efficiency of management programs such as oversight of security topical areas and audit programs.

To meet the specialized experience qualifications requirements for EN-04 level (GS-14 - GS-15)

Specialized experience for this position is defined as experience in a field of security that demonstrates expert comprehensive knowledge of established and advanced security principles, procedures, and analytical techniques; as well as significant experience designing and conducting security surveys, self-assessments, and audits.

To meet this requirement, applicants must have significant experience: 1) Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of security programs; 2) Analyzing and measuring the effectiveness and efficiency of management programs such as oversight of security topical areas and audit programs; 3) demonstrated leadership ability, (e.g. survey team lead, acting supervisor, etc.); 4) demonstrates ability to communicate with key stakeholders/director/executive level senior management.
