Duties

Help

As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-13/14 some of your typical work assignments may include:

  • Develops, monitors, and implements financial management systems and accounting procedures and responsibility for initiating and monitoring implementation of new ideas and concepts which improve financial management of Foreign Military Sales (FMS) programs worldwide.
  • Responsible for the management of Title 22 State Department Foreign Military Financing activities in support of strategically critical international partners and for the inter-agency coordination required to support not only the day-to-day execution of FMF programs, but analysis to support program changes based on crisis reaction and changing international circumstances.
  • Conduct periodic financial management reviews hosting joint service teams to review all pertinent financial matters relating to National Funded and FMF programs as well as new financial initiatives relative to these programs.
  • Participates and monitors DoD component headquarters and field level personnel in supplementing financial management policies and legislative requirements both systematic and procedural.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Analyzing reports for programs such as Security Cooperation (SC)/Security Assistance (SA), Foreign Military Financing (FMF) programs Building Partner Capacity (BPC) programs, Title 10/Title 22 and/or related programs
  • Acquiring or exchanging information with other agencies to monitor the implementation of Foreign Military Sales (FMS) programs
  • Conducting financial management reviews by using financial practices, procedures, regulations, policies and/or precedents to perform the work.

You may qualify at the GS-14 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS- 13 grade level in the Federal service as listed below:
  • Financially managing programs such as, Security Cooperation (SC)/Security Assistance (SA), Foreign Military Financing (FMF) programs Building Partner Capacity (BPC) programs, Title 10/Title 22 and/or related programs
  • Collaborating with other Federal agencies to initiate and monitor implementation of Foreign Military Sales (FMS) programs
  • Conducting financial management and quality assurance reviews.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two
years.
