Duties

Help

  1. Serves as a logistics specialist responsible for planning, developing, coordinating, monitoring, and providing logistics management Total Package Offer (TPO) support for difficult and complex purchases, transfers, and leases of commodities (i.e. complex weapons systems, equipment, and support services).
  2. Responsible for planning and directing all cargo movement traffic management functions for the Office of Defense Coordination - Mexico.
  3. Serves as a Quality Assurance Evaluator and Contracting Officer Representative (COR) for Foreign Military Sales (FMS) and Non-traditional Counter Narcotics contracts.
  4. Manages End-Use-Monitoring Program compliance. Plans, develops, implements, manages, and integrates functions of other Security Assistance Office (SAO) personnel into the congressionally mandated Golden Sentry and Blue lantern, End-Use-Monitoring Program for the USODC and DOS agencies within the U.S. Embassy in Mexico.

  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
  • Incumbent is frequently appointed to Escort and Paying Agent duties.
  • This is a Language Designated Position. Employee is required to demonstrate Spanish Language Proficiency Level 2 (Limited Working Proficiency) in any combination of two or more modalities (listening, reading, and speaking). Employee is required to demonstrate proficiency in Spanish according to the certification schedule found in Department of Defense (DoDI) 1400.25-v2016, Appendix to Enclosure 3, Foreign Language Proficiency Certification Schedule.
  • Completion of Security Assistance Management-Overseas (SAM-O) Course, or equivalent, is required.
  • Pre-Employment Requirement: Employee must obtain and maintain an Official Diplomatic Passport and VISA as a condition of employment.
  • Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

  • (cont'd) (at a minimum) the DoD Foreign Clearance Guide medical requirement; and any requirements established by location leadership. This is due to the limited availability of medical facilities at the unit location.
  • In the overseas area, access for civilian employees and their families to military medical and dental treatment facilities may not be available. Medical care may be provided by host nation providers. The availability, (cont'd)
  • (cont'd) expense/payment requirements, and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY).
  • Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays.

Qualifications

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • This is a Security Cooperation (SC), Practitioner Proficiency Level position. In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing: At least 1 years of successful SC work experience with a performance appraisal rating of 3 or better and 60 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement.


In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understanding of the current missions, capabilities, organization, and goals of United States Office of Defense Coordination (USODC) Mexico, U.S Northern Command (USNORTHCOM), the military services, and other governmental organizations involved in Security Assistance military logistics programs/activities affecting Mexico. Knowledge is used to make decisions or recommendations that could significantly change or develop Security Assistance policies or programs in progress in Mexico. Expert knowledge and mastery of Department of Defense (DoD) operational planning procedures at both the joint tactical and strategic levels. Broad knowledge of DoD and interagency Security Assistance Policies and Procedures as they impact upon Mexican military equipment and training requirements. Extensive knowledge of the Defense Security Cooperation Agency logistical program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge is applied in conducting studies, analyzing findings, and making recommendations on substantive operating programs. Expert knowledge of DoD supply requisition and accountability procedures. Knowledge of theories and principles of logistics management and Foreign Military Sales (FMS) planning and execution. Practical knowledge of systems design along with familiarity of specifications and understanding of maintenance requirements during stages of a system project. Knowledge of system life cycle concepts and design as they apply to system research, development, operation, and production. Knowledge of quantitative and qualitative Quality Assurance Surveillance methods and procedures sufficient to determine which surveillance methods are to be used for a given acquisition to adequately protect the government's interest, and to determine by surveillance that contractors are performing to contract specifications and provisions.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge in applying staff operating procedures and Action Officer Skills in a joint international military environment, with the ability to compose, assemble, and coordinate Logistics Support Plans that encompass multiagency requirements. Knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program and policy.
  2. Ability to make critical judgments and formulate recommendations that may have major impact/consequences and transmit those recommendations clearly and concisely to senior level military and civilian authorities in both the U.S. and Mexico. The position requires frequent contact with senior level Mexican military and governmental officials.
  3. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
  4. Ability to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
  5. Skill in coordinating extensive projects in assigned area of responsibility. Projects are characterized by high visibility, unusual urgency, or program criticality.
  6. Ability to communicate effectively (orally and in writing) in order to present clear, precise, and well organized briefings to military and governmental audiences of all ranks, in both the English and Spanish languages. All official business conducted between the USODC and any Mexican military, or governmental entity, is conducted in the Spanish language.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
